About this file

This is a Request for Qualifications (RFQ) issued by the City of Port Angeles, Washington Department of Public Works and Utilities for professional consulting services to evaluate and upgrade the City's Water and Wastewater Supervisory Control and Data Acquisition (SCADA) systems. The City seeks a qualified consulting firm to develop a comprehensive SCADA Master Plan that includes planning, engineering, integration, and construction support services for a multi-year upgrade of SCADA components across both treatment facilities and remote sites. The project scope encompasses existing conditions assessment, stakeholder engagement, technology evaluation, future-state architecture development, and a prioritized Capital Improvement Program (CIP). The City's Water facility was built in 2010 and operates on WinCC software with primarily Siemens Programmable Logic Controller hardware; the Wastewater facility's SCADA was last upgraded in 2013. The SCADA systems currently include approximately 16 wastewater lift stations and multiple water utility sites across 5 reservoirs and 2 pump stations. Statements of Qualifications are due Wednesday, October 21, 2026 by 5:00 p.m. PST, with a questions deadline of Friday, October 9, 2026. The contract award is projected for December 1, 2026, with a performance period through December 31, 2029. Submissions must be limited to ten single-sided pages plus resumes and should be submitted electronically to lbaack@cityofpa.us with a copy to contracts@cityofpa.us.

The City emphasizes that consultants should scale their proposed methodology and staffing to be cost-effective and appropriate for a small city with limited budget resources, specifically requesting a suitably scaled approach rather than the most expansive alternative available. The selection process will evaluate firms based on responsiveness to the RFQ, relevant work experience, project approach compatibility, company reputation, and client references. Following selection, the City will negotiate a fair and reasonable price with the most qualified consultant, with the contract award subject to City Council approval. The City reserves the right to cancel the RFQ, reject all responses, or waive minor irregularities. The City of Port Angeles is an equal opportunity employer and affirmatively encourages small, minority-, and women-owned businesses to submit qualifications. No pricing information is specified in the RFQ, as cost negotiations will occur after consultant selection.

BACKGROUND INFORMATION & STATEMENT OF PURPOSE

The City of Port Angeles (City) is requesting Statements of Qualifications (SOQs) from qualified consulting firms to provide a professional evaluation of the City’s Supervisory Control And Data Acquisition (SCADA) systems to include; planning, engineering, integration, and construction support services to implement a comprehensive, multi-year upgrade of SCADA system components across the City’s Water (facility built in 2010) & Wastewater (SCADA upgraded in 2013) treatment facilities, and remote sites.

The City of Port Angeles is a small city with similarly small water and wastewater utility and limited budget resources. While the City is seeking a thorough and professional evaluation of its SCADA systems, Consultants should scale their proposed methodology, staffing, and overall level of effort to be reflective of the City's size. The City is not seeking the most expansive or exhaustive approach available; rather, it is seeking a suitably scaled, cost-effective SCADA Master Plan and implementation approach appropriate to a small city's needs and resources.

This professional service agreement will begin with development of a SCADA Master Plan, including a detailed evaluation of the existing system through document review, field investigations, and stakeholder interviews to define the current (“as-is”) state of SCADA assets. This assessment will include hardware, software, communications systems, as well as identification of deficiencies, operational risks, and opportunities for improvement.

The City’s Water and Wastewater facilities currently operate on different versions of WinCC, with mainly Siemens Programable Logic Controller (PLC) hardware. An element of the Master Plan will be an evaluation of available SCADA software platforms, PLC/Human Man Interface (HMI) hardware options, and communications/networking architectures to determine the most suitable configuration moving forward. This evaluation will consider system standardization, cybersecurity, scalability, lifecycle cost and support, ease of modification by City Instrument Technician, with the end goal of developing a modernized system that improves reliability, simplifies maintenance, and proposes a desired future-state for the system. The SCADA Master Plan will then develop an implementation roadmap for a Water and Wastewater Capital Improvement Program (CIP).

Ultimately, this professional service agreement is intended to translate the Master Plan into actionable projects. The selected Consultant will support this effort by providing engineering, design, and construction management support necessary to successfully execute the implementation roadmap. This includes but is not limited to development of plans and specifications, coordination with contractors and City staff, oversight during construction, and commissioning of SCADA system components to ensure functionality and performance.

In their SOQ the Consultants should clearly describe their methodology for developing a SCADA Master Plan. The proposed methodology should include a clear timeline, key deliverables, and a strategy for developing a prioritized, optimized CIP. This should include their approach to evaluating existing systems, facilitating stakeholder engagement, and identifying and prioritizing system deficiencies, risks, and opportunities. Consultants should also outline how they will develop and evaluate alternative system architectures, establish standards for hardware, software, and communications, and incorporate cybersecurity, resiliency, and data management.

Implementation of the plan may include, but is not limited to, transfer and or development/programming of new HMI control screens, programming of PLCs (transfer and modify existing or writing new logic depending on hardware compatibility), and the development of Application Programming Interfaces (API) when needed.

The professional service agreement is anticipated to be implemented over multiple years; therefore, the selected consultant will be expected to support long-term planning, construction support and integration, as well as near-term SCADA system needs. The consultant should be capable of providing on-call or directed service support to address immediate operational issues, system deficiencies, and urgent upgrades. SOQs should also address how the Consultant will provide on-call or task-based services to address immediate SCADA issues during the planning process.

The professional services described herein shall be performed by a Consultant team composed of professionals (engineers, programmers, technicians, etc.) with credentials, experience, specialized skills, and a high level of technical knowledge to perform the included scope of work and additional, related tasks, at the direction of the City.

Proposals shall be submitted by firms that are capable and experienced in the type of work described in this Request for Qualification (RFQ). In addition, all interested firms shall have readily available resources in the form of trained personnel, support services, specialized consultants, and financial resources to carry out the work without delay. Interested consulting firms are encouraged to submit concise and clear responses to the RFQs. Responses of excessive length or complexity are discouraged. SOQs shall be limited to ten (10), single sided, 8 1/2” x 11” pages, including cover letter.
