About this opportunity

The County of San Diego, California is requesting Statements of Qualifications for Supported Employment Continuum Services under RFSQ 13373, with SOQs due October 9, 2026 and a Pre-SOQ Conference on September 3, 2026 at 2:00 p.m. via Microsoft Teams. The County intends to award one primary contract with remaining qualified offerors placed on a ranked list for one year.

The scope is Individual Placement and Support (IPS) Supported Employment services countywide to adults ages 18 and older with substance use disorders interested in competitive employment. Services must comply with DHCS Evidence-Based Practices Policy Guidance, Medi-Cal billing requirements, and County-specific behavioral health operations policies. Program implementation is required by the contract effective date of January 1, 2027. All offerors must accept the provider rates, Drug Medi-Cal reimbursement requirements, and the Statement of Work; failure to meet mandatory minimum requirements results in disqualification.

Compensation is a monthly bundled rate structured as 73 percent of the state rate during fiscal year 2026-27 and 68 percent thereafter, representing a single monthly payment covering all Drug Medi-Cal reimbursable IPS services per eligible participant. An additional 5 percent modifier applies during the first contract year to support program implementation, workforce stabilization, and training. Ancillary funding up to $150,000 may be available within the first 90 days for startup costs including equipment, supplies, licenses, tenant improvements, staff hiring, training, and operational expenses.

The initial contract term is six months, with four optional one-year renewal periods available, not to exceed June 30, 2031, with potential incremental extensions of one to six additional months. Funding derives from Drug Medi-Cal and Behavioral Health Services Act appropriations. The Contracting Officer is Lynnette Hesselgesser. Questions are due September 11, 2026 at 5:00 p.m.

The attached Linguistic and Cultural Diversity Plan document signals that offerors must demonstrate workforce diversity commitment and subcontractor utilization, including projected allocations to Disadvantaged Business Enterprises, Emerging Small Businesses, and Minority/Women's Business Enterprises, with detailed documentation of outreach, mentorship, and support services for diverse suppliers and subcontractors.
