About this file
This is a Linguistic and Cultural Diversity Plan submission document for RFSQ 13373, submitted by a contractor to the Health and Human Services Agency (HHSA) in California for Supported Employment Continuum Services. The plan requires contractors to demonstrate their commitment to workforce diversity and subcontractor utilization through specific reporting mechanisms and future planning strategies. The document mandates submission of a bar chart tracking total employees and speakers of specified languages (Spanish, Arabic, Somali, Korean, Vietnamese, Chinese Mandarin, Tagalog, and Persian) across three historical data points (July 1 for 2018, 2019, and 2020) and one projected estimate for contract year one.
The contractor's historical data shows total workforce fluctuations from 39 employees (July 2018) to 58 employees (July 2020), with planned staffing of 52 employees for contract year one. Spanish-speaking employees represent the largest language diversity category, ranging from 8 to 16 speakers across the tracked periods, while Vietnamese speakers increased from 2 to 8 planned employees. The plan requires submission of narratives describing past and planned workforce diversity strategies, including recruiting initiatives and on-the-job training programs. For subcontractor and supplier utilization, the contractor projects allocating 5 percent to Disadvantaged Business Enterprises (DBE), zero percent to Emerging Small Businesses (ESB), 10 percent to Minority Business Enterprise/Women's Business Enterprise (MBE/WBE), and 85 percent to non-DBE/ESB/MBE/WBE firms for contract year one. The submission must include detailed documentation of outreach efforts, mentorship opportunities, and support services planned for diverse suppliers and subcontractors.
