About this opportunity

The County of Los Angeles Chief Executive Office (CEO) is issuing a Request for Statement of Qualifications (RFSQ) to solicit comprehensive on-call real estate services and specialized support services. The procurement seeks qualified firms to provide professional real estate consulting services across multiple disciplines, including commercial leasing, property management, construction management, development evaluation, appraisal services, property purchases and sales, accounting services, architectural and design services, and marketing for leased space and buildings. The primary objective is to establish a roster of pre-qualified contractors who can provide temporary professional consulting services on an as-needed basis to support the CEO's management of a large real estate portfolio throughout Los Angeles County. Proposers must demonstrate extensive expertise in commercial real estate consulting and the ability to support potential public-private partnership projects. The RFSQ was posted on February 2, 2023, with a notably distant due date of January 16, 3025, which appears to be a potential typographical error. The County reserves the right to determine the number of selected qualified contractors and may award one or more master agreements from this solicitation. Evaluation will likely focus on the proposers' demonstrated qualifications, experience, and capability to deliver the required range of real estate services.

While specific set-aside designations are not explicitly detailed in the provided documents, the RFSQ appears to be an open competition for qualified professional real estate service providers. The solicitation does not indicate specific restrictions limiting participation to disadvantaged enterprises or small businesses, suggesting a broad competitive opportunity for qualified firms. No incumbent vendors are mentioned in the available documentation. The procurement will result in master agreements that allow for task-order based service delivery, providing the County flexibility in engaging services as needed without committing to minimum service volumes. Although specific award values or budget ranges are not specified, the comprehensive scope of services and the reference to managing a large real estate portfolio suggests potentially significant contract values. The master agreement structure implies that actual compensation will be determined through individual task orders issued as the County identifies specific real estate consulting needs across its portfolio. Interested firms will need to carefully review all appendices, required forms, and the sample master agreement to fully understand the submission requirements and potential contractual obligations.

Request for Statement of Qualifications (RFSQ) for On-Call Real Estate Services and Specialized Support Services for the County of Los Angeles The County of Los Angeles (County) Chief Executive Office (CEO) is issuing a Request for Statement of Qualifications (RFSQ) to solicit Statement of Qualifications (SOQ) from experienced and qualified firms, organizations, or other entities to enter into prospective agreements with the County to provide on an as-needed basis, on-call real estate services and specialized support services on related public projects, including public private partnership projects, required in the CEO's management of a large real estate portfolio throughout the County. The RFSQ for On-Call Real Estate Services and Specialized Support Services seeks SOQ proposals from interested and qualified prospective contractors (also referred herein as 'Proposers' or 'Vendors') who can demonstrate their ability and qualifications to provide professional real estate consulting services in all areas of commercial real estate, including commercial leasing, property management, construction management (tenant improvements and ground up development), construction costs, development evaluation and analysis, appraisal, purchases, sales, accounting, architectural and design services, and marketing for leased space and buildings. The purpose of this RFSQ is to establish a list of qualified contractors that can provide temporary professional consulting services on an as-needed basis when the CEO anticipates the need for on-call real estate services and specialized support services. One or more master agreement for on-call real estate services and specialized support services may be awarded from this solicitation. The County reserves the right to determine the number of selected qualified contractors or the total number of agreements. The RFSQ is not an offer nor should not be considered as an offer to contract with any firm, organization, or other entity responding to the RFSQ. An optional bidders' conference and optional bidders' questions will not be conducted for this RFSQ. Interested and qualified Vendors (prospective contractors) are invited to submit a SOQ, provided they meet the requirements of the RFSQ, and the minimum qualifications as set forth in the RFSQ on the date/time of the SOQ submission.
