About this opportunity

Texas State Technical College is requesting qualifications from multiple construction management services firms under RFQ/IDIQ for capital projects across TSTC campuses statewide, with responses due September 28, 2026. This is an indefinite-delivery indefinite-quantity vehicle with multiple awardees and project-by-project cost negotiation; no single contract value or term is specified.

The scope requires construction management services on capital projects valued at approximately $50 million per project. Selected firms will serve as independent advisers throughout design and construction phases, coordinating with TSTC Project Managers, Architectural/Engineering Professionals, and Construction Contractors across all TSTC campuses. The RFQ employs a two-step process: initial ranking of statements of qualifications, followed by interviews with the most qualified firms. Successful firms must be available and committed to manage multiple concurrent projects while maintaining service quality. Firms may not self-perform construction work, enter into construction subcontracts, or provide performance and payment bonds.

Evaluation criteria are weighted as follows: Statement of Qualifications and Availability (10 points), Ability to Provide Construction Management Services (15 points), Qualifications of Assigned Personnel (35 points), Performance on Past Representative Engagements (15 points), Knowledge of Best Practices (10 points), and Construction Management Technical Tools (15 points). Respondents must submit comprehensive documentation including five years of firm financial statements, litigation and claims history, professional malpractice insurance record, key personnel resumes with experience descriptions, and up to three reference projects demonstrating construction management experience with TSTC, other Texas public institutions of higher education, or Texas state-funded projects. All submissions must be made through TSTC's Strategic Sourcing portal at https://texas-state-technical-college.public-portal.us.workdayspend.com/. Questions should be posted to the portal's Q&A Board. Registration in advance is required to avoid submission delays.
