About this file

This is a Scope of Service document for an Indefinite Delivery Indefinite Quantity (IDIQ) Request for Qualifications (RFQ) issued by Texas State Technical College (TSTC) for the selection of multiple Construction Management Services (CMS) firms to provide services on capital projects across TSTC campuses statewide. The RFQ employs a two-step selection process in which qualified respondents submit statements of qualifications for initial ranking, followed by interviews with the most qualified firms to confirm submissions and address additional questions. TSTC anticipates selecting multiple firms best suited to meet project needs, with successful firms contracting directly with TSTC to work cooperatively with designated representatives including TSTC Project Managers, Architectural/Engineering Professionals, and Construction Contractors. Selected CMS firms will manage and coordinate design and construction phases for projects valued at approximately $50 million per project, serving as independent advisers on construction management matters throughout project lifecycles. The RFQ requires respondents to demonstrate availability and commitment of principals and assigned professionals across all TSTC campuses and confirm their ability to undertake multiple concurrent projects while maintaining service quality.

Evaluation of qualifications will be based on six criteria: Statement of Qualifications and Availability (10 points), Ability to Provide Construction Management Services (15 points), Qualifications of Assigned Personnel (35 points), Performance on Past Representative Engagements (15 points), Knowledge of Best Practices (10 points), and Construction Management Technical Tools (15 points). CMS firms may not self-perform construction work, enter into construction subcontracts, or provide performance and payment bonds. Respondents must provide comprehensive documentation including firm financial statements for the past five years, details on past litigation or claims, professional malpractice insurance history, key personnel resumes with experience descriptions, and up to three reference projects demonstrating construction management experience with TSTC, Texas public institutions of higher education, or other Texas state-funded projects. Pricing terms and contract value are not specified in the document, indicating that costs will be negotiated on a project-by-project basis upon assignment.

Purpose Texas State Technical College (“TSTC”) is soliciting statements of qualifications for the selection of multiple Construction Management Services (“CMS”) firms to provide services for Indefinite Delivery Indefinite Quantity (“IDIQ”) on capital project(s) for TSTC campuses statewide in accordance with the terms and conditions of this Request for Qualifications (“RFQ”). The successful respondent(s) may be required to provide these services on TSTC projects that may run concurrently and, therefore, must be prepared to assign adequate staff with significant related experience to be available for all oversight efforts for each TSTC project.

General Information Each respondent’s submission of qualifications is the first step in a two-step RFQ process for selecting a CMS firm. The RFQ provides the information necessary to prepare and submit qualifications for TSTC's consideration and initial ranking. In the second and final step of the RFQ process, the most qualified respondents will be invited to attend an interview with TSTC to confirm their qualification submissions and answer additional questions.

TSTC anticipates selecting multiple firms that best fit the needs of the project(s). Successful firms will contract directly with TSTC and work cooperatively with its designated representatives (TSTC Project Managers, Architectural/Engineering Professionals, and the Construction Contractors). However, successful respondents will not be expected to perform design work or act in the capacity of Architect or Engineer of Record for the project.

Scope of Service Selected CMS firms shall have management responsibility for assigned projects. More specifically, the CMS firm shall manage and coordinate the design and construction phases, as well as related processes. The CMS firm will be a member of the construction team (owner, architect, and contractor) and act as an independent adviser on construction management matters throughout both design and construction.

Requirements This Scope of Service specifies the minimum requirements for the CMS firm. The CMS firm will be responsible for providing comprehensive on-site construction management services, including all required labor, on-site management, and equipment. The scope for specific projects will be negotiated at the time of assignment. The scope may be adjusted to meet TSTC needs on a specific project and may include, but is not limited to, the following:

General Scope & Project Leadership

● Provide comprehensive on-site construction management services, serving as an additional Campus

Expansion Planning & Construction (CEPC) project manager with fiduciary responsibility for project budget and schedule.

● Coordinate and manage the complete project lifecycle—from design, procurement, and risk mitigation through construction, turnover, and closeout—to meet TSTC expectations.

● Schedule and attend all project meetings, prepare and distribute meeting minutes, and track action items through completion.

● Provide regular status reports on project scope, budget, and schedule, and deliver timely notifications of potential issues with recommended solutions.

● Maintain and update project data in designated electronic project management systems.

● Facilitate communication between CEPC, TSTC administration, A/E team, local jurisdictions, external agencies, and campus departments (including Physical Plant, Office of the Provost, OIT, Police Department, and Student Learning).

● Prepare presentations, conduct project tours, and respond to project emergencies as needed.

● Support CEPC in the selection of A/E team and contractor.

Design & Pre-Construction

● Manage the development and verification of the project program.

● Assist CEPC and campus departments in evaluating building systems, components, and materials to enhance performance, reduce costs, and improve constructability and operability.

● Ensure A/E team compliance with TSTC Design Standards during design.

● Perform cost-comparative analyses with A/E teams and contractors, managing the Value Engineering

(VE) process and any required redesign or re-procurement.

● Coordinate internal and external document reviews at planned intervals across the Schematic Design, Design Development, and Construction Documents phases.

● Assist CEPC with the selection and management of specialized consultants (commissioning agents, surveyors, geotechnical engineers, materials testing, and TAB firms).

Quality Assurance & Code Compliance

● Perform quality assurance, quality control, and routine field observations to ensure materials, building systems, and workmanship meet or exceed contract submittals and specifications.

● Coordinate plan review and site inspections with 3rd-party code compliance services in order to verify that design documents and active construction comply with all applicable building codes.

● Ensure continuous execution of and compliance with the Storm Water Pollution Prevention Plan

(SWPPP).

● Provide biweekly reports, tracking deficiencies and associated corrective actions.

Construction Administration & Field Operations

● Review and confirm that cost proposals submitted by the contractor are valid and complete.

● Review and confirm the scope of buyout packages submitted by the contractor.

● Manage construction administrative workflows and information flow, including submittals, RFIs, ASIs, change orders, contract amendments, pay applications, schedule updates, and project reports.

● Evaluate contractor staffing, equipment availability, and material supplies relative to the schedule, recommending and directing corrective actions as needed.

● Evaluate contractor schedule updates and identify any impacts to critical path.

● Maintain routine photographic documentation of construction progress and critical installations.

● Coordinate the delivery and installation of Furniture, Fixtures, & Equipment (FF&E), IT/network infrastructure, and Owner-Furnished equipment (OFCI and OFOI).

Closeout, Turnover & Documentation

● Manage preliminary and final punch lists, verify test/inspection results, resolve deficiencies, and ensure all conditions are met to establish the Substantial Completion Date.

● Coordinate owner training and manage the retention, storage, and turnover of all project documentation (warranties, O&M manuals, test/inspection reports, as-builts, and TCEQ Notices of Termination).

● Manage complete financial and administrative closeout, including final payments, retainage processing, and contract terminations.

Firm Limitations

● The CMS firm may NOT: (1) self-perform any aspect of construction, rehabilitation, alteration, or repair;

(2) enter into a construction subcontract for the project; or (3) provide performance and payment bonds for the construction work.
