About this opportunity
Invest Atlanta is soliciting competitive, sealed responses to establish a standing vendor pool of pre-qualified consulting firms across six service disciplines for Tax Allocation District redevelopment planning services, with responses due July 18, 2026 at 5:00 p.m. This is not a single engagement but an as-needed roster structure; task orders will be issued on an as-needed basis following vendor pool qualification, with Invest Atlanta reserving the right to use direct assignment, mini-competition, or multi-vendor team approaches for specific TAD scopes.
Respondents must meet mandatory pass-fail requirements: a minimum of five years in business providing proposed services; current legal authorization to conduct business in Georgia; valid business licenses in Georgia; good standing with the City of Atlanta; E-Verify compliance; freedom from debarment or conflict of interest; current insurance coverage including Commercial General Liability and Professional Liability; and confirmation of key personnel availability. Respondents must demonstrate familiarity with Georgia's Redevelopment Powers Law and Tax Allocation District statutory framework.
The scope spans six service categories: Redevelopment Plan Development, Financial Modeling & Tax Increment Analysis, Community and Stakeholder Engagement & Equity Planning, Legal & Regulatory Compliance, Market Analysis & Real Estate Feasibility, and GIS Mapping, Spatial Analysis & Performance Indicators. Work will support comprehensive redevelopment plans and three-year investment plans for seven TADs (Eastside, Westside, Perry-Bolton, Campbellton Road, Stadium, Metropolitan, and Holowell/MLK) aligned with the City's Neighborhood Reinvestment Initiative, emphasizing displacement prevention, neighborhood stabilization, and wealth creation.
Scoring is entirely technical: Company and Team Qualifications (25 points), Relevant TAD/TIF Experience (25 points), Technical Approach & Methodology (20 points), Community Engagement & Equity Approach (20 points), and Financial Modeling Capability (10 points), for 100 total points. A minimum composite score of 70 points is required for vendor pool admission in any service category. Pricing is not evaluated at this stage; costs will be addressed at the task order phase.
Invest Atlanta encourages participation from minority-owned, female-owned, and small business enterprises as subcontractors, with such firms required to be registered with the City's Office of Contract Compliance prior to proposal submission. A non-mandatory bidders conference is scheduled for June 23, 2026 at 10:30 a.m. EST via Microsoft Teams. Written inquiries are due June 26, 2026 at 5:00 p.m., with responses posted by July 2, 2026.
