About this opportunity

County of San Diego, Department of Health and Human Services Agency, is requesting quotations for the Walk-N-Roll San Diego Pedestrian, Bicycle, and Scooter Safety Education Program with quotes due August 25, 2026, at 3:00 p.m. Questions are due August 18, 2026, at 5:00 p.m.

The scope comprises comprehensive safety education and community engagement services targeting pedestrians, cyclists, and scooter users in high-collision areas of San Diego, Chula Vista, Escondido, and Oceanside. Minimum deliverables include classroom presentations to youth and older adults (minimum 8 each), six bicycle and scooter skills rodeos, six walking field trips, 12 traffic safety fairs, eight Open Streets events, four national and state safety campaigns, 12 community group presentations, nine stakeholder meetings, and 10 social media and public relations series. Offerors must demonstrate experience in pedestrian, bicycle, and scooter education; community collaboration; cultural competency; and engagement with diverse and underserved populations. The program emphasizes residents under 18, adults 65 and older, individuals with disabilities, and economically disadvantaged communities.

Compensation is fixed unit-price with lumpsum amounts for educational material development and helmet usage surveys and per-unit pricing for events, presentations, and meetings. The initial contract term runs October 1, 2026, through September 30, 2027, with two optional one-year extension periods through September 30, 2029. Funding is provided by the California Office of Traffic Safety through a grant mechanism.

Submissions must include Representations and Certifications (PC601), Offeror's Cover Page (PC600), Small-Local Business Self-Certification (PC610 encouraged), and acceptance of the Statement of Work and draft agreement terms. The County evaluates non-acceptance of standard terms unfavorably. A Linguistic and Cultural Diversity Plan template requires contractors to document workforce language capabilities and demonstrate commitment to diverse hiring practices, including planned Year 1 subcontractor allocation among Disadvantaged Business Enterprises, Emerging Small Businesses, Minority Business Enterprises, and Women Business Enterprises. All communications are submitted electronically through BuyNet.
