About this opportunity

Community Transit is requesting qualifications for a Construction Management Team to provide construction management, field inspections, special testing and inspections, document control, and project support for the Smokey Point Transit Center Expansion Project in Arlington, Snohomish County, Washington, with Statements of Qualifications due October 20, 2026 at 2:00 p.m. Pacific Time and a pre-proposal conference scheduled for September 29, 2026 at 11:00 a.m. via Microsoft Teams.

The scope encompasses construction management oversight, field inspection, special testing and inspections, and Document Control System administration for the expansion of the existing Smokey Point Transit Center from five to 13 bus bays (three 60-foot, nine 40-foot, and one Paratransit/DART space), along with a new comfort station, security office, roadway reconfiguration, pedestrian improvements, and enhanced stormwater facilities located at 3326 Smokey Point Drive. Community Transit encourages Disadvantaged Business Enterprise (DBE) participation and small business enterprise (SBE) engagement in accordance with Community Transit's DBE-neutral and DBE-conscious policy and federal FTA regulations.

The contract will be structured as a Cost-Plus-Fixed-Fee (CPFF) agreement beginning mid-February 2027 through project completion. Direct labor costs are reimbursed at approved rates with no overtime exceeding 40 hours per week without prior written approval; individual labor rate increases are subject to Bureau of Labor Statistics benchmarks (10th to 90th percentile) without increasing total contract price. Overhead rates must be updated annually and supported by independent CPA audits or cognizant public agency documentation consistent with FAR Part 31 cost principles. Other direct costs require prior written approval with no markup permitted on actual direct costs. Community Transit is not exempt from Washington State sales tax; the contractor assumes responsibility for state utility tax, sales and use tax, and B&O tax.

Evaluation criteria are firm qualifications and relevant experience (40 points), key personnel qualifications and availability (45 points), and subconsultants/small business and equity commitment (15 points). Questions are due October 9, 2026 at 3:00 p.m. Pacific Time. Community Transit plans to issue an Intent to Award notice by November 6, complete negotiations by November 30, obtain Board approval February 4, 2027, and issue Notice to Proceed February 15, 2027. Anticipated construction runs from first quarter 2028 through third quarter 2029, with final project closeout in second quarter 2030. All deliverables are deemed works made for hire with copyright and ownership vesting exclusively in Community Transit.
