RFQ 2026-140 Smokey Point Transit Center Expansion Construction Management Services

This is a Request for Qualifications (RFQ) issued by Community Transit (CT) in Washington State for construction management services on the Smokey Point Transit Center Expansion Project. Community Transit seeks a qualified Architectural and Engineering (A&E) firm to provide comprehensive construction management and field inspection services, including special testing and inspection, document control system administration, and support staff. The project, located at 3326 Smokey Point Drive in Arlington, Snohomish County, Washington, involves modernizing and reconfiguring the existing Smokey Point Transit Center to expand from five bus bays to 13 bus bays (three 60-foot, nine 40-foot, and one Paratransit/DART space), with additional improvements including a new comfort station, security office, roadway reconfiguration, pedestrian improvements, and enhanced stormwater facilities. The RFQ was issued on September 22, 2026, with a pre-proposal conference scheduled for September 29, 2026, at 11:00–11:30 a.m. via Microsoft Teams. The deadline for final questions and clarifications is October 9, 2026, at 3:00 p.m. Pacific Time, with Statements of Qualifications due October 20, 2026, at 2:00 p.m. Community Transit plans to issue an Intent to Award notice by November 6, 2026, complete negotiations by November 30, 2026, and obtain Board approval on February 4, 2027, with a Notice to Proceed expected February 15, 2027. The anticipated construction schedule begins in the first quarter of 2028 with substantial completion targeted for the third quarter of 2029 and final project closeout in the second quarter of 2030. The contract will be structured as a Cost-Plus-Fixed-Fee (CPFF) agreement beginning mid-February 2027 and continuing through completion of all project services.

The Construction Management Consultant Team compensation shall be on a Cost-Plus-Fixed-Fee (CPFF) basis, reimbursing direct salary costs, indirect costs (overhead), and other direct costs plus a fixed professional fee, not to exceed the total negotiated contract price. Direct labor costs will be reimbursed at approved labor rates, with no overtime exceeding 40 hours per week permitted without prior written approval. Individual labor rate increases are subject to Bureau of Labor Statistics Occupational Employment and Wage Statistics benchmarks (10th to 90th percentile) and shall not increase the total contract price. Overhead rates must be updated annually and supported by independent CPA audits or current cognizant public agency documentation consistent with Federal Acquisition Regulation Part 31 cost principles. Other direct costs, including authorized travel expenses, subcontract services, and miscellaneous project expenses, require prior written approval and must be supported by documentation demonstrating fair and reasonable costs with no markup permitted on actual direct costs. Community Transit is not exempt from Washington State sales tax, and the contractor must assume responsibility for all applicable state utility tax, state sales and use tax, and state B&O tax. Evaluation of the most qualified vendor will be based on firm qualifications and relevant experience (40 points), key personnel qualifications and availability (45 points), and subconsultants/small business and equity commitment (15 points), for a total of 100 points. The RFQ encourages Disadvantaged Business Enterprise (DBE) participation and small business enterprise (SBE) engagement in accordance with Community Transit's DBE-neutral and DBE-conscious policy and federal FTA regulations. All deliverables shall be deemed works made for hire, with copyright and ownership vesting exclusively in Community Transit.

Review monthly Pay Applications, supporting quantities, Schedule of Values, cost codes, materials documentation, stored-material documentation, certified payroll and prevailing wage Intents & Affidavits status, and the current GC schedule. Conduct completeness conferences when useful, but do not prepare or certify the GC's pay application. Use Task 5 quantity records and provide a payment recommendation to CT.

f. Administer the change management process, including field authorizations, change requests and proposals, entitlement review, coordination with the design team regarding design intent, independent review of cost and schedule impacts, maintenance of the change log, negotiation support within stated assumptions, and recommendations to CT.

The log shall include, as applicable to the subcontractors, their UBI number, license/registration number, Industrial Insurance account number, Intent ID, Intent Approved Date, Affidavit ID, Affidavit Approved Date, and DBE number.

j. Provide day-to-day oversight of Apprenticeship Utilization Requirements (AUR), including but not limited to, collecting and auditing monthly utilization reports from the GC with the payroll data to verify and track apprentice hours, monitoring the GC’s utilization percentage, reporting metrics to the CTPM, flagging any shortfalls early so the project team can make corrections before penalties accrue, and maintaining compliance records for the project files. CT has sole authority to approve or deny the GC’s request to reduce AUR percentages.

k. Coordinate and monitor measures intended to avoid or minimize impacts to transit service, including advance notice, temporary stops or reroutes, shutdowns, traffic-control measures, and adjacent City of Arlington 174th Place Roundabout project construction activities.
