About this opportunity

The City of Bellevue, Washington Transportation Department is requesting qualifications from consulting firms for preliminary engineering design, environmental study, permitting, and 30%, 60%, 90%, and final design plans, specifications, and estimates for SE Eastgate Way Sidewalk improvements between Richards Road and 13212 SE Eastgate Way, with submittals due October 8, 2026 at 2:00 p.m. via Public Purchase. This is a federally funded project carrying a voluntary 10% Small Business Enterprise (SBE) goal; the consultant must develop an SBE Participation Plan with maximum practicable outreach efforts.

The scope includes evaluation of alternative cross-section designs (lane width, shoulders, bike lane, planter width, sidewalk width, barrier, and retaining wall type); development of design criteria and selection of a preferred alternative; environmental study and permitting; site preparation, erosion and sediment control, storm drainage, flow control and water quality facilities, landscaping, irrigation, channelization, retaining walls, and traffic control; and design support during construction. The project manager must hold a Professional Engineer license in Washington State and demonstrate verifiable experience delivering similar-magnitude projects. Required expertise includes NEPA/SEPA documentation, natural drainage practices, geotechnical and environmental engineering, and retaining wall design, with demonstrated familiarity with WSDOT Local Agency Guidelines Manual, City of Bellevue Design Manual, and applicable federal and state standards.

The consultant will execute a Local Agency A&E Professional Services Negotiated Hourly Rate Agreement under WSDOT Local Agency Guidelines and FHWA regulations. Insurance requirements include $1 million each for commercial general liability, commercial automobile liability, stop gap/employer's liability, and professional liability/errors and omissions. The contract is anticipated to begin in February 2027 for approximately two years, with City option to extend for additional time and money. Minimum three firms will be short-listed for formal interviews on October 23, 2026, with the apparently successful firm announced by November 5, 2026. Written evaluation weighs project manager and key personnel qualifications (30 points), firm expertise (20 points), schedule capability (10 points), project approach (20 points), WSDOT/FHWA standards familiarity (10 points), and past performance (10 points); interview performance counts 100 additional points.
