About this opportunity
The County of San Diego, Department of Aging & Independence Services, is requesting quotations for property insurance services covering real property managed by the Public Administrator/Public Guardian, with quotes due July 23, 2026. The initial base term runs one year beginning September 1, 2026, with four optional one-year renewals extending through August 31, 2031.
The scope encompasses acquiring property insurance for residential and commercial real property in various conditions (vacant or occupied) held on behalf of conservatees, decedents, and trusts. The contractor must provide insurance binders and policies via scanned PDF, issue invoices one month prior to renewal, handle liability coverage on unimproved land, process prorated premium returns for cancellations, and maintain all required California Department of Insurance licenses and certifications under applicable California Insurance Code statutes.
Pricing is structured as a percentage of insurance premiums with no broker fees or service charges permitted. The contractor must provide firm fixed rates for the entire contract term with no price increases allowed, and compensation is all-inclusive of overhead and items not specifically itemized.
RFQ responses are limited to thirteen pages and must include completed forms (PC600, PC601, PC610, and PC620 if applicable), a technical program exhibit demonstrating experience with probate property insurance and properties in varying conditions, three references from similar projects within the past five years, acceptance of draft agreement terms, and a cost/price exhibit with payment schedule. Questions are due July 7, 2026 at 5:00 p.m. The Contracting Officer is Kashif Shaheed, Procurement Specialist.
Evaluation criteria include technical merit, experience, capacity, compliance history, price, and sustainability and cultural competency factors. The County reserves the right to withhold procurement information until negotiations are complete and commits no obligation to award. All submissions must be made electronically through BuyNet unless alternative submission methods are authorized.
