About this file

This is a Linguistic and Cultural Diversity Plan template document for RFQ 12906 - Property Insurance Services issued by the California Health and Human Services Agency (HHSA). The template provides contractors with a standardized format to demonstrate their commitment to workforce and supplier diversity in fulfilling this property insurance services contract. The document requires contractors to submit detailed information across three primary categories: linguistic and cultural workforce diversity, subcontractor and supplier utilization programs, and project-specific subcontracting plans for the first year of contract performance.

The template mandates that contractors provide a bar chart tracking total employee counts and employees fluent in specified languages (Spanish, Arabic, Somali, Korean, Vietnamese, Mandarin Chinese, Tagalog, and Persian) across the previous three fiscal years (July 1, 2018 through July 1, 2020) and estimated numbers for contract year one. Contractors must also submit narrative sections describing past and planned recruiting strategies, on-the-job training utilization, and diversity promotion initiatives. Additionally, contractors must document their outreach and utilization of Disadvantaged Business Enterprises (DBE), Emerging Small Businesses (ESB), Minority Business Enterprises (MBE), and Women Business Enterprises (WBE) over the preceding three years, accompanied by a pie chart showing planned subcontractor, consultant, and supplier usage percentages for year one. The submission must include detailed plans for special outreach efforts, support services, mentorship opportunities, and equipment-sharing programs designed to maximize broad-based participation among diverse business partners.
