About this opportunity
The City of Redmond is requesting qualifications for progressive design-build services to design and construct a new teen center on the former Old Fire House site in downtown Redmond, with statements of qualifications due August 24, 2026 at 2:00 p.m., and a pre-proposal meeting on August 3, 2026 at 2:00 p.m.
The scope is a 20,000–25,000 square foot facility serving youth with flexible, multi-use spaces including music performance and recording studios, art and maker spaces, and behavioral health support areas. Design-build teams must demonstrate experience in collaborative, integrated delivery and possess meaningful community engagement, inclusive and creative design capabilities, and effective progressive design-build process experience. The selected design-builder must obtain and maintain a Redmond business license throughout the project duration and secure performance and payment bonds for a minimum of $50 million with surety and insurance companies rated A- or better by A.M. Best.
The project budget is $35 million for design and construction services. The contract will use a progressive design-build delivery model with cost-plus pricing subject to a Guaranteed Maximum Price under a modified DBIA Form 530 agreement. Design-builder compensation is structured as a fee percentage applied to Phase 2 work costs plus actual pass-through costs for subcontractors, design consultants, and third-party vendors on an open-book basis.
Evaluation comprises SOQ scoring (70 points), RFP response scoring (130 points), and price proposal scoring (20 points). Finalists will be notified September 3, 2026, with the Request for Proposals issued the week of September 10, 2026. The anticipated project schedule includes a Validation Phase from January–June 2027, design and permitting from July 2027–January 2029, and construction from July 2029 to substantial completion in Q4 2030 / Q1 2031. Finalists who do not receive the award and fully participate in the RFP process will receive an honorarium of $2,000. The City reserves the right to negotiate with the selected finalist or other finalists if agreement cannot be reached.
