About this opportunity
The Central Arizona Water Conservation District (CAWCD) is requesting qualifications for a Program Manager to oversee a multi-phase roof replacement program for Central Arizona Project (CAP) facilities, with Statements of Qualifications due July 29, 2026 at 3:00 PM. No set-asides or preference programs are identified.
The Program Manager will function as Owner's Representative and advisory consultant, providing program management, coordination, procurement support, technical advisory services, project controls, and quality oversight across multiple roof replacement projects. The program spans approximately eight years with design and construction activities extending through 2034, involving four distinct project phases across multiple CAP pumping plants and headquarters locations in Maricopa County and Phoenix. Roofing systems will be high-performance spray polyurethane foam assemblies designed for a minimum 20-year service life. The selected PM will not perform design or construction work and cannot submit proposals for professional design services to avoid conflicts of interest. Pricing information shall not be included in SOQs per Arizona Revised Statute 34-603; cost and rate estimates will result in rejection.
Evaluation criteria are relevant experience and program management qualifications (30 points), qualifications and availability of key personnel (30 points), and project understanding and management approach (40 points). Contract award is anticipated for September 2026.
Required insurance includes Commercial General Liability with $2,000,000 general aggregate limits, Professional Liability coverage of $1,000,000 per claim and $2,000,000 annual aggregate, and Workers' Compensation at statutory limits. The contract will be governed by Arizona law with venue in Maricopa County.
A non-mandatory pre-submittal conference is scheduled for July 7, 2026 at 9:00 AM. Questions are due July 14, 2026 at 3:00 PM. CAWCD will notify shortlisted firms by August 13, 2026, with interviews scheduled for August 17–20 and August 24–27. CAWCD may select three to five firms for interviews and reserves the right to negotiate contract terms with the successful consultant.
