The solicitation requires qualified firms to provide comprehensive program management, coordination, procurement support, technical advisory services, project controls, and quality oversight. A non-mandatory pre-submittal conference is scheduled for July 7, 2026, at 9:00 AM, with questions due by July 14, 2026, at 3:00 PM and Statements of Qualifications (SOQs) due by July 29, 2026, at 3:00 PM. CAWCD will notify shortlisted firms by August 13, 2026, with interviews scheduled for August 17-20 and August 24-27, 2026. Contract award is anticipated for September 2026. The program is structured in multiple phases over approximately eight years, with design and construction activities extending through 2034, involving four distinct project phases across multiple facilities.
Pricing information shall not be included in SOQs per Arizona Revised Statute 34-603; cost and rate estimates submitted will result in rejection.
