About this opportunity
The City of Kirkland, Washington, is requesting qualifications for progressive design-build services to renovate, expand, and modernize the Peter Kirk Pool facility, with Statements of Qualifications due September 17, 2026, at 3:00 p.m. PT. This is a multi-phase procurement: the current RFQ phase advances three shortlisted teams to an RFP phase with final award anticipated November 2, 2026, and notice to proceed in December 2026.
The scope encompasses project validation, design, preconstruction, and construction services across restroom and lifeguard/mechanical building renovation and expansion, activity pool replacement, pool mechanical system replacement, deferred maintenance, site improvements, and planning for potential future enclosure. Work spans architectural, structural, civil, mechanical, electrical, plumbing, and landscape disciplines. The facility must remain operationally available during the 2027 swim season and achieve substantial completion before the 2028 swim season opening. The project is phased: Project Validation (January–February 2027), Early Work (March–May 2027), Design Completion (March–August 2027), Construction (September 2027–May 2028), and Final Commissioning/Closeout (June–August 2028).
The total project budget is $11.685 million. The Design-Build Guaranteed Maximum Price is estimated at $8.8 million (design, construction, taxes, contingencies), finalized during Phase One following project validation. Bonding capacity of at least $8 million is mandatory. Non-shortlisted responsive teams receive a $2,000 honorarium under RCW 39.10.330.
SOQ evaluation uses 100 points: Proposed Team (40), Relevant Project Experience & Performance (30), Progressive Design-Build Capability (20), MWBE/Small Business (10). Shortlisted teams advance to RFP evaluation (Management Plan 40 points, Interactive Meetings 45 points, Fee Proposal 15 points). A non-mandatory pre-submittal meeting is scheduled September 3, 2026, at 10:00 a.m. Shortlisted firms will be announced September 28, 2026, with interactive meetings October 12–13, 2026. Management Plans and Fee Proposals from shortlisted firms are due October 22, 2026.
