About this opportunity
County of San Diego, Department of Purchasing and Contracting is requesting quotes for peer reentry leadership academy services to be delivered to the Sheriff's Office detention and reentry facilities, with quotes due September 3, 2026 and questions due August 12, 2026.
The scope includes developing a manualized 20-hour training curriculum addressing reentry barriers, effective speaking techniques, and community resources; conducting two cohorts annually with up to 20 participants each; delivering training using adult-based learning theories in a culturally appropriate manner (in-person or virtual); providing stipends to trainees and peer reentry leaders for speaking engagements; offering direct transportation or travel reimbursement; and providing ongoing coaching. The academy will be delivered in collaboration with the Sheriff's Office Reentry Services Division across seven detention and reentry facilities. The target population comprises individuals with criminal justice lived experience who will deliver education on accessing community supportive services, educational and employment resources, and overcoming reentry barriers.
The contract term consists of an initial one-year base period with four one-year option periods. Compensation uses a five-line-item payment schedule: peer reentry leadership academy training sessions, stipends for academy completion, stipends for speaking events, travel and transportation costs for speaking events, and support and coordination for speaking events. The contractor must accept the County's Draft Agreement terms and conditions, including insurance requirements, or provide detailed exceptions. All contractor employees must undergo and pass a background check and complete Sheriff's Office orientation before entering detention or reentry facilities, with the contractor responsible for background check costs. The contractor must comply with Prison Rape Elimination Act standards, maintain confidentiality of County confidential information, and provide monthly progress reports during active cohorts. The County may terminate the agreement for convenience at any time or for default. The contracting officer is Carlos Benitez.
