About this file
This is a Request for Quotes (RFQ) issued by the County of San Diego, Department of Purchasing and Contracting, for Peer Reentry Leadership Academy Services to be provided to the Sheriff's Office. The County seeks to contract with a qualified firm to conduct a peer reentry leadership academy that trains individuals with criminal justice lived experience to deliver education and information related to accessing community supportive services, educational and employment resources, and overcoming reentry barriers to the population within the San Diego County Sheriff's Office detention and reentry facilities. The academy will be delivered in collaboration with the Sheriff's Office Reentry Services Division across seven detention and reentry facilities. The scope includes developing a 20-hour manualized training curriculum addressing reentry barriers, effective speaking techniques, and community resources; conducting two cohorts annually with up to 20 participants each; providing stipends to trainees and peer reentry leaders for speaking engagements; offering direct transportation or travel reimbursement; and providing ongoing coaching. Trainings must be delivered using adult-based learning theories in a culturally appropriate manner and may be conducted in-person or virtually. The contract term consists of an initial one-year base period with four one-year option periods. Questions are due August 12, 2026, prior to 5:00 p.m., and quotes are due September 3, 2026, prior to 5:00 p.m. The Contracting Officer is Carlos Benitez.
Compensation is based on a payment schedule with five line items per contract period: peer reentry leadership academy training sessions (20-hour sessions), stipends for completing the academy, stipends for speaking events, travel and transportation costs for speaking events, and support and coordination for speaking events. The County will not commit to awarding a contract or reimbursing any costs incurred in quote preparation. Contractor must accept the County's Draft Agreement terms and conditions, including insurance requirements, or provide detailed exceptions. All contractor employees must undergo and pass a background check and complete Sheriff's Office orientation before entering detention or reentry facilities, with contractors responsible for all background check costs. Contractor must comply with Prison Rape Elimination Act standards, maintain confidentiality of County confidential information, and provide monthly progress reports during active cohorts. The County may terminate the agreement for convenience at any time or for default if the contractor breaches material terms.
