About this opportunity
The City of Issaquah Department of Public Works is requesting qualifications for design services on the NW Juniper Street Improvements project (TAPUL-1374(003)), with proposals due October 28, 2026 at 3:00 p.m. and questions due by October 14, 2026. The project is federally funded through the Federal Highway Administration via the Puget Sound Regional Council; compensation will be determined through the WSDOT Local Agency A&E Professional Services Negotiated Hourly Rate Consultant Agreement. A voluntary Small Business Enterprise (SBE) goal of 10 percent applies; the DBE and Federally Small Business Enterprise goals are zero.
The scope is design services for approximately 800 feet of shared-use path improvements extending from Newport Way NW eastward to approximately 150 feet east of the 7th Avenue NW intersection, including pedestrian lighting, striping, signing, driveway aprons, and ADA ramps. Required consultant support spans project administration, preliminary engineering, right-of-way services, landscaping and temporary irrigation, environmental services (NEPA documentation and Critical Areas Report), and structural and geotechnical engineering for trail lighting standards and foundations. Potential additional services include culvert construction or pedestrian bridge design. The City will complete project plans, specifications, and cost estimates in-house. Design is anticipated to be completed by May 2028, with project construction expected in late 2028. The City reserves the right to retain the successful consultant firm for the subsequent Construction phase.
Evaluation criteria are company experience and qualifications (0–20 points), key personnel and schedule capability (0–25 points), project understanding and scope of work (0–45 points), and familiarity with WSDOT/FHWA standards (0–10 points), totaling 100 points. The City will shortlist a minimum of three qualified firms for interviews scheduled November 18, 2026 in hybrid format. Proposals are limited to 10 pages excluding the introductory letter and must be submitted in PDF format to the Public Purchase website. Work must comply with WSDOT Local Agency Guidelines and applicable FHWA standards.
