About this opportunity
The U.S. Army Corps of Engineers, Portland District, is requesting quotes for full-service elevator maintenance services at John Day Dam in Sherman County, Oregon, with quotes due September 10, 2026. The contract requires current elevator maintenance licenses in both Oregon and Washington — a capability filter that restricts bidder eligibility to licensed mechanics in these states.
The scope covers comprehensive maintenance for eight elevators, including preventive maintenance, repairs, inspections, testing, emergency response, and documentation. The contractor must provide all labor, materials, parts, equipment, tools, supervision, and transportation. Work is performed at John Day Dam with regular hours Monday through Thursday, 6:30 a.m. to 5:00 p.m. Pacific Time, and 24/7/365 emergency availability required. All work must comply with applicable federal, state, and local codes and standards, with all work performed by qualified, licensed Oregon elevator mechanics.
The contract is firm-fixed-price, base year October 1, 2026, through September 30, 2027, plus four option years exercisable at the Government's discretion. A baseline inspection and written report are due within seven calendar days after contract start. Performance standards mandate 100 percent compliance with monthly preventive maintenance schedules, three-hour response time for trapped-personnel emergencies, and four-hour response time for non-trapped safety emergencies.
The contractor must maintain comprehensive general liability insurance of $1 million per occurrence, automobile liability insurance of $1 million per occurrence, and workers' compensation as required by Oregon law. All contractor employees must complete AT Level I training, OPSEC training, HECP training, NERC cyber training, and background checks. A pre-work meeting must be scheduled no later than 15 calendar days after contract award. Service visit reports are due within two business days of each site visit.
