The County of San Diego is requesting quotations for historical, cultural, and biological resource services to support the California Wildfire Mitigation Program Home Hardening Initiative in unincorporated areas, with quotations due August 17, 2026, and questions due July 24, 2026. The contract is a fixed-price engagement structured around four Subject Matter Expert (SME) disciplines: Architectural History, Archeology, Biological Resources, and Botany.
The scope is environmental-impact assessment of defensible space and retrofit measures on approximately 104 residential parcels (35 in Year 1, 35 in Year 2, 34 in Year 3) in unincorporated San Diego County areas including Dulzura, Potrero, and Campo. Assessments must ensure compliance with the National Environmental Policy Act, California Environmental Quality Act, National Historic Preservation Act Section 106, federal cost principles under 2 CFR 200, and prevailing wage requirements. Each SME must hold a relevant degree and minimum five years of experience in their respective field, and must complete site-specific assessments within three weeks of receiving property packages during Monday–Friday business hours (8:00 a.m. to 5:00 p.m. San Diego time).
Compensation is hourly, fully burdened, with estimated annual quantities of 100 hours (Architectural History), 150 hours (Archeology), 200 hours (Biological), and 150 hours (Botany). The contract runs from September 1, 2026, through December 31, 2027, with two optional one-year extensions available through December 31, 2029. Monthly invoicing occurs on the tenth of each month for completed reports from the prior month, with payment due within 30 days of County approval. The contract is funded in part by a Federal Emergency Management Agency Hazard Mitigation Grant administered through the California Governor's Office of Emergency Services.
