Contractor must comply with federal cost principles under 2 CFR 200 (Uniform Guidance), prevailing wage requirements, California Revenue and Taxation Code Section 18662 regarding nonresident withholding, and various insurance requirements outlined in the Draft Agreement. The selected contractor(s) must maintain professional qualifications including relevant degrees and minimum five years of experience in their respective fields, and must complete site-specific assessments within three weeks of receiving property packages during Monday through Friday business hours (8:00 a.m. to 5:00 p.m. San Diego time).

(RESERVED)

E. STATEMENT OF WORK

1. Scope of Work/Purpose

Contractor shall provide potential environmental impacts associated with the California Wildfire Mitigation Program (CWMP) Home Hardening Initiative in the proposed project areas, including those identified through biological, archaeological, architectural, and historical services for Phase II, “issue” parcels.

2. Background Information

2.1. The County of San Diego is currently working with the California Governor’s Office of Emergency Services to pilot the California Wildfire Mitigation Program (CWMP), which will be funded, in part by a FEMA Hazard Mitigation Grant. The CWMP Home Hardening Initiative aims to perform defensible space and retrofit measures on existing residential homesites to mitigate against wildfire losses. The program proposes to target three areas within San Diego County: Dulzura, Potrero, and Campo. The infusion of federal funds into the program requires compliance with federal and state environmental regulations, including National Environmental Policy Act (NEPA), California Environmental Quality Act (CEQA), and National Historic Preservation Act (NHPA) Section 106. As such, the San Diego County Fire Protection District (SDCFPD) seeks the professional services of qualified Subject Matter Experts (SME’s) to inform the County of possible environmental impacts of this program in the proposed project areas, including biological, archaeological, architectural, and historical research services.

2.2. Eligible mitigation measures are identified under the program guidelines and may vary by property based on site-specific conditions and assessed wildfire risk. Project areas include residential parcels that have undergone varying levels of environmental and cultural resource review in coordination with applicable federal, state, and local requirements. A substantial portion of the project area has previously been evaluated through environmental screening and resource analysis utilizing available mapping databases, historic resource records, and other regulatory data sources to identify potential environmental, cultural, and historic considerations. Parcels determined to have no identified environmental or cultural concerns were cleared for implementation activities.

2.3. Additional parcels within the project area may require further environmental or cultural evaluation prior to implementation depending on site-specific conditions and regulatory considerations identified during project participation. These evaluations support ongoing compliance with applicable FEMA, environmental, and historic preservation requirements associated with the program.

2.4. Over a three (3) year period, it is estimated that 104 total parcels will require assessment.
