About this opportunity

The City of Oakland is requesting Statements of Qualifications from licensed contractors to establish a pre-qualified pool for on-call general construction services spanning 2027–2030, with SOQs due October 8, 2026 (extended from October 1 per Addendum 2).

Oakland Local and Small Local Business Enterprise (L/SLBE) participation of 50% minimum per task order is required unless reduced through an Availability Analysis or waived by City Council, with 25% minimum participation mandated for both LBE and SLBE categories. This set-aside is the primary eligibility filter. The City will award multiple contracts to the pool; individual projects will be solicited through competitive Task Order bid requests.

The scope encompasses capital improvements to City facilities within the right-of-way and easements, including parks, athletic fields, recreation centers, libraries, administration buildings, sidewalks, curb ramps, creeks, waterways, stormwater infrastructure, pavement rehabilitation, traffic calming, bridge repairs, and streetscape improvements. Contractors must hold valid California Type A (General Engineering), Type B (General Building), or Type C (Specialty Contractor) licenses. All contractors and subcontractors must register with the Department of Industrial Relations and comply with prevailing wage requirements under California Labor Code Sections 1770–1781, including weekly certified payroll submissions.

The anticipated not-to-exceed value is $5 million per contract over three years. Performance and Payment bonds at 100% of task order value are required upon project assignment for orders exceeding $25,000; bid security is not required with SOQ submission. Evaluation criteria award 20 points for licenses and legal standing, 20 points for safety and prevailing wage compliance, 60 points for business experience and project references, and up to 5 points for L/SLBE certification preference, with a minimum passing score of 70 points. Contractors may submit as prime contractors and include both ongoing projects and subcontractor experience toward qualification requirements; completed project status is not required. Addendum 1 (issued September 28) clarifies that special inspections will be managed through the City's established on-call special inspection list and that fillable electronic forms are not available — templates must be used. Questions were due September 22; a voluntary pre-submittal meeting was held September 15.
