About this opportunity

The City of Oakland (Oakland Department of Transportation and Oakland Public Works) is requesting Statements of Qualifications from licensed general contractors to establish a pre-qualified pool for on-call construction services covering 2027–2030, with SOQs due October 1, 2026, and a mandatory pre-submittal meeting on September 15, 2026.

The RFQ seeks Type A General Engineering Contractors, Type B General Building Contractors, and Type C Specialty Contractors. Contractors must hold valid California licenses and comply with prevailing wage requirements, California Department of Industrial Relations registration, the 50% Local Employment Program, 15% Apprenticeship Policy, and a 50% Local/Small Local Business Enterprise (L/SLBE) participation requirement per task order unless reduced or waived. A 5-point L/SLBE certification preference applies to scoring.

Potential projects include park and athletic field improvements, recreation center and library renovations, sidewalk and curb ramp work, creek and stormwater infrastructure, pavement rehabilitation, roadway repairs, traffic calming, bridge repairs, and streetscape improvements within the City's right-of-way and easements. Contractors must demonstrate five projects of relevant experience; ongoing projects and subcontractor experience count toward this requirement.

The anticipated contract not-to-exceed amount is $5 million per contract over the three-year term. Individual task orders will be competitively bid and awarded to the lowest responsive and responsible bidder as projects arise. Performance and Payment bonds at 100% are required at task order assignment for projects exceeding $25,000. Bid security is not required with SOQ submittal; instead, contractors must provide a notarized letter from a corporate surety confirming bonding capacity.

Evaluation criteria are licenses and legal standing (20 points), compliance with safety and labor laws (20 points), business experience and project references (60 points), and L/SLBE certification (5 points). A minimum score of 70 points is required to pass. Questions are due September 22, 2026. The City mandates compliance with the Prompt Payment Ordinance, Equal Benefits Ordinance, Living Wage Ordinance, and Minimum Wage Ordinance. Addendum 1 clarifies that contractors must submit separate SOQs for this procurement regardless of status on other City contractor lists and must acknowledge receipt of the addendum in their bid forms.
