About this file

This is Addendum No. 1 to a Request for Qualifications (RFQ) issued by the City of Oakland's Department of Transportation for On-Call General Construction Services covering the period 2027-2030. The City seeks Statements of Qualifications from licensed contractors, including those holding Type A, Type B, and various Type C specialty contractor licenses, to provide general construction services for capital improvements to City facilities within rights-of-way and easements. The addendum clarifies that contractors must submit SOQs specifically for this solicitation regardless of their status on other City contractor lists such as the MPSLB program. Prospective bidders must acknowledge receipt of this addendum in their contractor bid forms, or their bids may be deemed non-responsive. Contractors may include ongoing projects and subcontractor experience when demonstrating the required five projects of relevant experience, and electronic submission of forms is not currently available through fillable versions.

Special inspections for on-call projects will not be procured separately but rather will be coordinated through the City's established on-call special inspection list. The addendum confirms that this procurement is independent of other City contractor lists and programs, requiring all interested firms to submit separate qualifications documentation for consideration in the on-call general construction services pool. No pricing information, set-asides, funding amounts, or award dates are detailed in this addendum, as it serves primarily as a clarification document addressing specific bidder questions regarding project experience requirements, contractor eligibility, and submission procedures.

September 28, 2026

Subject: RFQ_ON-CALL GENERAL CONSTRUCTION SERVICES 2027-2030

To: All Prospective Bidders

The clarifications, additions and/or deletions contained in this ADDENDUM shall be made a part of the bid or proposal solicitation documents (plans, specifications, RFP, RFQ, etc.) for the above-referenced project, and shall be subject to all applicable requirements there-under, as if originally shown and/or specified. The documents are revised as follows:

IMPORTANT: You must acknowledge this Addendum in the Contractor’s Bid form or your bid may be deemed non-responsive.

These questions and answers are provided for the convenience of all bidders. Nothing in this Questions and Answers document modifies the bid or proposal solicitation documents (plans, specifications, RFP, RFQ, etc.) for the above-referenced project. All changes to the bid or proposal solicitation documents (plans, specifications, RFP, RFQ, etc.) for the above-referenced project shall be made through written Addenda.

[Answers to questions cannot modify bid/proposal documents. Changes must be explicitly stated in the Addenda form above.]

Question 1: Will the city be needing special inspections on this on-call project. If so, will the city be putting out an RFQ later for this or will it be bundled with the GC?

Answer 1: The special inspection will not be separate. The city has an established on-call list for special inspection.

Question 2: will all contractors currently included in the MPSLB program list be automatically added to the On-Call pool?

Answer 2: This solicitation is separate from the MPSLB list. To be considered for the On- Call General Construction Services 2027-2030, firms should submit an SOQ for this solicitation, regardless of their status on the MPSLB list.

Question 3: Can a SOQ be submitted by a prime contractor if the contractor has completed four projects as GC for Caltrans and are currently in progress on a fifth one.

Could the in-progress Caltrans project be considered toward the relevant project experience requirement, or do all five projects need to be fully completed? Also, if needed, can completed public works projects performed as a subcontractor be included in the five-project experience section?

Answer 3: Yes, any firm can submit a proposal as a prime contractor and can include ongoing and subcontractor experience.

Question 4: Is it possible for the city to allow all fields on the forms and questionnaires in section 6 of the RFQ to be filled out electronically?

Answer 4: The city does not currently have a fillable version of the forms and questionnaires for section 6.

Sincerely, Mandana Ashti Supervising Civil Engineer City of Oakland Department of Transportation MAshti@oaklandca.gov
