About this opportunity

Cumberland County Community Development, North Carolina, is requesting qualifications for design-build services on the Phoenix Place Permanent Supportive Housing Project with statements of qualifications due August 19, 2026, under a second solicitation after fewer than three qualified responses were received in the first round. All firms, including first-round respondents, must submit complete responses to be considered.

The scope encompasses integrated preconstruction, design, permitting, pricing, coordination, construction, and closeout services for ten new single-family, three-bedroom permanent supportive housing homes with directly related sitework, utilities, stormwater management, access, parking, sidewalks, and landscaping. The design-builder will operate as a single firm or team under one contract and must perform or coordinate surveys, geotechnical work, utility coordination, environmental review authorization, and permitting. Compliance with the Build America, Buy America Act, Section 3 requirements where applicable, North Carolina public construction law, accessibility requirements, and federal business consideration provisions concerning small businesses, minority businesses, women's business enterprises, veteran-owned businesses, and labor-surplus-area firms is mandatory.

The anticipated total project budget is $3.748 million to cover complete design-build cost, including architectural and engineering fees, permits, general conditions, bonds, contingency, and construction. The County has not predetermined a specific design percentage for GMP negotiation or final contracting structure; these will be negotiated following final qualifications ranking. The initial contract term is one year from award, with County options to renew for up to two additional one-year terms.

Evaluation uses qualifications criteria only: firm qualifications (15 points), relevant experience (25 points), project approach and schedule (25 points), project team qualifications and Option A team identification (30 points), and firm references (5 points). Price information submitted separately in Attachment F is not used to establish initial qualifications rankings. The County must complete all NCHFA final commitment items, including final plans, specifications, signed construction contracts, energy-efficiency documentation, accessibility certification, Section 3 certification, and construction schedules before January 2027. Written questions are due August 5, 2026, at 4:00 PM Eastern Time.
