About this file

This is Addendum I to a Request for Qualifications (RFQ) issued by North Carolina for design-build services for the Phoenix Place Permanent Supportive Housing Project. The project involves the design and construction of ten new single-family, three-bedroom permanent supportive housing homes with related site and infrastructure improvements. The revised proposal submission deadline is August 19, 2026, at 4:30 PM Eastern Time. The RFQ was originally issued on July 30, 2026, as a second solicitation. The County anticipates completing evaluation, final ranking, and negotiations with the selected design-builder during August and September 2026, with specific dates for design/preconstruction Notice to Proceed, construction Notice to Proceed, and substantial completion to be finalized following selection. A primary project milestone requires completion of North Carolina Housing Finance Agency (NCHFA) final commitment requirements before January 2027.

The anticipated total project budget is $3,748,700 to cover the complete design-build cost, including architectural and engineering fees, sitework, utilities, permits, general conditions, bonds, contingency, and construction for all ten homes. The final allocation of costs within the overall budget will be defined during negotiations and project development. The County has not predetermined a specific design percentage for GMP negotiation or final contracting structure for preconstruction/design services; these elements will be negotiated following final qualifications ranking. The selected design-builder will be responsible for performing or coordinating surveys, geotechnical work, utility coordination, environmental review authorization, permitting, and other due diligence needed for final design and project delivery. Respondents must demonstrate compliance with Build America, Buy America (BABA) requirements, Section 3 obligations, and other applicable federal requirements, with final applicability depending on funding sources and written County determination. The County's primary concerns are maintaining the NCHFA schedule and identifying site, permitting, environmental, and compliance issues early to avoid unnecessary delays or redesign.

RFQ FOR DESIGN-BUILD SERVICES FOR PHOENIX PLACE PERMANENT

SUPPORTIVE HOUSING PROJECT

Addendum I

1. Modification to Language

2. Questions/Answers (County responses and changes are in red)

1. Modification to Language Section #2.2 Proposal Submittal Proposals shall be received at the address indicated below no later than August 14 19, 2026, at 4:30 PM Eastern Time. This Second Solicitation is issued July 30, 2026. It is the sole responsibility of the vendor to ensure physical delivery by the deadline. Any proposal received after the deadline will be rejected.

2. Questions/Answers

1. 1Project Budget: Is the anticipated $3,748,700 budget intended to cover the complete design-build cost (including A/E fees, sitework, utilities, permits, general conditions, bonds, contingency, and construction for all ten homes), or are certain costs funded separately?

The anticipated project budget is $3,748,700 for the ten single-family, three-bedroom homes and the directly related site and infrastructure improvements identified in the RFQ. The final allocation of costs within the overall project budget will be further defined during negotiations and project development. (RFQ, page 3)

2. Existing Design Information: Has any preliminary design work been completed? If so, will conceptual plans, surveys, geotechnical reports, utility information, environmental reports, or prototype house plans be available to the selected Design-Builder?

The County has received preliminary design concepts and sample plans through earlier project discussions; however, we are not committed to a specific design at this time. Those materials should be considered conceptual rather than final plans or a required prototype. The selected Design-Builder will be expected to perform or coordinate any additional surveys, geotechnical work, utility coordination, and other due diligence needed for final design and project delivery.

(RFQ, pages 9–10)

3. Housing Design: Does the County anticipate utilizing one standardized three-bedroom floor plan for all ten homes, or are multiple unit designs anticipated?

The project is planned for ten new single-family, three-bedroom permanent supportive housing homes. We have not made a final determination on whether one standardized floor plan or multiple variations will be used. That will be developed through the programming and design process with the selected Design-Builder. (RFQ, pages 8–10)

4. Site and Utilities: Are there any known utility, stormwater, easement, environmental, access, or site-development conditions we should account for during preconstruction?

At this time, I do not have any additional known site-development conditions to identify beyond the information contained in the RFQ. The selected Design-Builder will be expected to address utility coordination, drainage, access, permitting, surveys, geotechnical investigation, and other due diligence needed for the project. (RFQ, pages 9–10)

5. NCHFA Final Commitment: Has NCHFA issued a conditional commitment for Phoenix Place? If so, will the selected Design-Builder receive the commitment letter and previous NCHFA comments?

What are the County's target milestones leading up to the January 2027 final commitment requirement?

The RFQ identifies completion of the NCHFA final commitment requirements before January 2027 as a primary project milestone and outlines the documentation and review items anticipated as part of that process. The RFQ does not state the current status of a conditional commitment.

Applicable NCHFA documentation and review comments will be provided to the selected Design- Builder as appropriate. The selected team will also be responsible for developing a detailed project schedule that includes design milestones and NCHFA review points. (RFQ, pages 3 and 8;

Attachment K, page 33)

6. Environmental Clearance: What portions of the environmental review are complete, and when does the County anticipate providing authorization for physical site activities?

The County has completed the environmental review and additional environmental documentation required to date for Phoenix Place. Completion of the environmental review does not authorize construction, site disturbance, or other physical activity. No physical or choice-limiting activity may begin without written County authorization and the applicable Notice to Proceed. (RFQ, Attachment L, page 34)

7. Option A Team: For Attachment M, does the County expect all major design disciplines and licensed subcontractors to be identified at the SOQ stage, or may additional trade partners be competitively selected after the award?

Respondents should identify the licensed contractors, design professionals, and licensed subcontractors proposed for the project to the extent known at the SOQ stage. Attachment M also allows respondents to explain how additional licensed subcontractors will be identified, RFQ for Design-Build Services for Phoenix Place Permanent Supportive Housing Project Page 3 evaluated, selected, documented, and submitted to the County for review and approval. (RFQ, Attachment M, pages 35–36)

8. Pricing/GMP: At approximately what design milestone does the County anticipate negotiating the construction GMP or final pricing structure? Preconstruction and Design Services: Does the County anticipate establishing a separate preconstruction/design services agreement before the construction-phase GMP is finalized?

The County has not established a specific design percentage for GMP negotiation, and the final contracting structure for preconstruction/design services has not been predetermined. Following final qualifications ranking, the County may negotiate a design-build agreement, preconstruction services, construction-phase terms, schedule, fees, general conditions, and a GMP or other mutually acceptable pricing structure with the highest-ranked Design-Builder. (RFQ, page 7)

9. Project Schedule: What are the anticipated dates for final selection, contract award, design/preconstruction Notice to Proceed, construction Notice to Proceed, and substantial completion?

The procurement schedule remains as stated in the RFQ, with evaluation, final ranking, and negotiations anticipated during August–September 2026. Specific dates for the design/preconstruction Notice to Proceed, construction Notice to Proceed, and substantial completion have not yet been finalized. The selected Design-Builder will develop the detailed milestone schedule following Notice to Proceed. (RFQ, pages 7–8)

10. BABA/Section 3: Has the County determined which funding sources trigger Build America, Buy America requirements, and are there specific Section 3 reporting or labor-hour tracking requirements to anticipate?

Respondents should demonstrate the ability to comply with BABA, Section 3, and other applicable federal requirements where triggered. Final applicability will depend on the funding source, applicable requirements, and written County determination. Specific Section 3 reporting or labor-hour tracking requirements, if applicable, will be communicated as part of the project’s final compliance requirements. (RFQ, Attachment G, page 23; Attachment J, page 32)

11. What are the two or three most important project risks or concerns the County would like the selected Design-Builder to address in its project approach?

At this stage, the County’s primary concerns are maintaining the NCHFA schedule, and identifying site, permitting, environmental, and other compliance issues early enough to avoid unnecessary delays or redesign.

I hope this helps provide some additional clarity as you prepare your submission. Any further material clarification or modification to the solicitation will be communicated through the appropriate County procurement process
