About this opportunity
County of San Diego Department of Emergency Medical Services is requesting quotations for automated external defibrillator (AED) program management and maintenance services covering approximately 618 AED units, with quotations due August 7, 2026 at 5:00 p.m. and questions due July 28, 2026. The initial contract term runs September 1, 2026 through August 31, 2027, with four one-year renewal options through August 31, 2031.
The scope encompasses comprehensive AED program management including web-based database solutions for data collection and management, maintenance and incident response services, training and orientation, and critical incident stress debriefing (CISD) services. The contractor must provide 24/7/365 services and comply with California Health and Safety Code Section 1797.196, Assembly Bill 2041, and applicable state regulations governing AED use, maintenance, and training. Key service-level requirements include assigning database access within two business days, recording new AED units within two business days, conducting monthly orientations, providing 24-hour emergency contact services, arriving on-scene within 12 hours of AED deployment notification, and submitting incident reports within 48 hours.
The web-based application must integrate Single Sign-On (SSO) with County identity providers via SAML 2.0, Open ID Connect, or WS-Federation; comply with HIPAA and federal/state privacy regulations; and maintain domestic support and infrastructure within U.S. borders. Technical mandates include SOC 2 Type 2 audit compliance, Endpoint Detection & Response (EDR) or anti-malware protection, FIPS 140-3 validated cryptographic modules, role-based access control with principle of least privilege, comprehensive audit logging with seven-year HIPAA retention, and high-availability database support. The solution must support a minimum of 10 concurrent users with 24/7 response-time performance targets and mobile device support with Microsoft Intune deployment capability.
Compensation is structured as a fixed-price contract with all-inclusive rates covering labor, materials, equipment, training, and services. The County will evaluate responses based on technical merit, experience, capacity, compliance history, price, and other relevant factors. AED units currently registered with the County's Public Access Defibrillators (PAD) Program may fluctuate by plus or minus 5% annually.
