About this opportunity

The Georgia Department of Transportation (GDOT) is requesting qualifications for Construction Engineering and Inspection services for Intelligent Transportation Systems projects statewide, with statements of qualifications due October 2, 2026 at 2:00 p.m. (Atlanta time). Several categories of firms are ineligible to submit unless GDOT provides prior written approval: SigOps OCR contractors, NEVI developers, ITS Maintenance contractors, and existing CEI service providers.

Qualified firms must hold current GDOT prequalification in Field Testing of Roadway Construction Materials, Construction Supervision, Rainfall and Runoff Reporting, and Field Inspections for Erosion and Sedimentation Control. The scope encompasses comprehensive CEI services — project management, construction inspection, technology inspection, systems integration verification, testing and acceptance, and documentation — across multi-phase, project-specific contracts covering ITS infrastructure, traffic signals, managed lanes, connected vehicle systems, National Electric Vehicle Infrastructure (NEVI), and broadband projects.

The Project Manager must hold a bachelor's degree in civil or related engineering with seven years of progressive project management experience, or a high school diploma/GED with ten years of experience. Key Team Leaders (Senior Technology Lead and Senior Construction Lead) must meet specified educational and experience requirements in their respective disciplines. Consultant firms must maintain current audit and accounting systems compliant with 48 CFR Part 31 and have submitted required CPA overhead audits if prior contracts exceeded $250,000, with no significant outstanding audit findings.

GDOT will conduct a two-phase evaluation: Phase I scores project manager and key team leader experience (30%), additional resources and approach to challenges (20%), and prime consultant past performance (10%). Phase II, limited to shortlisted finalists, evaluates technical approach (40%). GDOT anticipates awarding one multi-phase, project-specific contract to the highest-ranked firm following negotiations. Contract term extends through project completion. Contract amount and payment type (lump sum, cost plus fixed fee, cost per unit, or specific rate) are to be determined through negotiations. GDOT reserves the right to terminate negotiations with the top-ranked firm and proceed to the next highest-ranked finalist if satisfactory terms cannot be reached.
