About this opportunity

The Colorado Department of Personnel & Administration, Capitol Complex Architects office, is requesting qualifications for architectural and engineering design services for roof replacement at the Legislative Services Building (LSB) under RFQ 2027-037M26, with qualifications due July 28, 2026 at 2:00 p.m. MT. Attendance at the mandatory pre-submittal conference and site tour held on July 14, 2026 is required for submittal acceptance.

Respondents must demonstrate no previous termination by the State for non-performance on State Buildings contracts, operation under the same business name for at least two years, and documented design experience on at least two projects each exceeding $1 million in hard costs of similar scope and complexity using Colorado office expertise. The scope involves replacing a mansard clay tile roof and flat EPDM roof system that are currently leaking on the west and south sides; the upper EPDM roof (installed eleven years ago), standing seam metal roofing on two towers, and active leak repairs are included. The project is subject to Buy Clean Colorado Act requirements for eligible materials (asphalt, concrete, glass, steel, wood structural elements) if contractor bids exceed $500,000, and Colorado labor must comprise at least 80% of the workforce per C.R.S. 8-17-101.

The estimated project cost is $1,193,911. The State will use Design/Bid/Build delivery. Qualifications submittals must not exceed 10 pages (excluding cover letter, table of contents, and required forms), submitted electronically only, and formatted to the six evaluation criteria in Appendix A of Addendum #1. No pricing information should be included in the RFQ response; the awarded firm will enter hourly rate negotiations with the State following selection.

Evaluation criteria total 100 points: Project Team (20 points), Firm/Team Capabilities (20 points), Prior Experience (20 points), Project Approach (20 points), Equity/Diversity/Inclusion (15 points), and Work Location (5 points). A short list will be announced July 31, 2026, with oral interviews anticipated in August 2026, selection announcement and contract negotiation in August 2026, design start in September 2026, and construction occurring June through October 2027. The mandatory Architect/Engineer/Consultant Agreement (SC-5.1) is provided as contract template; respondents must accept without reservation except for formally communicated exceptions before solicitation closure.
