About this file

This is Addendum #1 to a Request for Qualifications (RFQ) issued by the Colorado Department of Personnel & Administration, Office of the State Architect, for roof replacement services at the Legislative Services Building (LSB), Project #2027-037M26. The project scope includes replacement of the upper EPDM roof that was installed eleven years ago, standing seam metal roofing on two towers, and addressing active leaks currently present on the west and south sides of the structure within the tiled portion and lower trim area. The addendum was issued on June 23, 2026, prior to response submission, with a mandatory pre-bid conference and walk-through conducted on July 14, 2026. The addendum clarifies that proposals should not exceed ten pages and should not include pricing information, as the awarded architectural/engineering firm will enter into rate negotiations with the State following selection. Roof coring samples will be collected at locations to be determined with the awarded firm, with the State responsible for any hazardous materials testing prior to sampling. No reuse of existing clay roofing tiles is required, and fall protection is included in the project scope.

The evaluation criteria for this RFQ total 100 points and are distributed across six categories: Project Team (20 points), Firm/Team Capabilities (20 points), Prior Experience (20 points), Project Approach (20 points), Equity, Diversity, and Inclusion (15 points), and Work Location (5 points). Evaluation will consider only the vendors' internal teams, with no requirement for sub-consultant information in the RFQ response. The Colorado Buy Clean Act is applicable to this project if contractor bids exceed $500,000. An hourly rate sheet will be required from the awarded firm to establish the State Contract per State Form SC-5.1 Exhibit B. No front cover is required for proposals, and the project does not require compliance with the Denver Green Roof Initiative or repairing failed mortar joints and stone members at the roof perimeter edge.
