About this opportunity
The Colorado Department of Personnel & Administration is requesting qualifications from architectural and engineering firms for design services on a roof replacement project at the Legislative Services Building in Denver, with qualifications due July 28, 2026 at 2:00 p.m. Mountain Time. The mandatory pre-submittal conference and site tour was held July 14, 2026; a mandatory attendance requirement applies.
Respondents must demonstrate experience on at least two prior projects exceeding $1 million in hard costs, operate under the same business name for at least two years, and employ only internal team members (sub-consultants may be used but are not evaluated). The scope covers design of replacement for the building's combination EPDM flat roof (installed 11 years prior), standing seam metal roofing on two towers, and clay tile mansard roof. Active leaks currently exist on the west and south sides in the tiled portion and lower trim areas. The scope includes fall protection measures but excludes mortar joint repairs, stone repairs, Denver Green Roof Initiative requirements, and clay tile reuse. Roof coring samples will be taken at locations determined with the awarded firm; the State is responsible for asbestos, lead paint, and hazardous materials testing prior to coring.
Estimated hard costs are $1,193,911. The Design/Bid/Build delivery approach is planned, with construction anticipated June 2026 through October 2027. The contract term extends through service completion plus a one-year warranty period. Compensation is phase-specific (schematic design, design development, construction documents, bidding phase, and contract administration) plus capped reimbursable expenses; pricing is deferred to hourly rate negotiations using State Form SC-5.1 Exhibit B.
Evaluation allocates 100 points across Project Team (20 points), Firm/Team Capabilities (20 points), Prior Experience (20 points), Project Approach (20 points), Equity, Diversity, and Inclusion (15 points), and Work Location (5 points). Submissions must not exceed 10 pages and exclude pricing. The Colorado Buy Clean Act applies, requiring Environmental Product Declarations meeting global warming potential limits for asphalt, concrete, glass, and structural steel. Colorado labor must comprise at least 80 percent of project work. Professional liability insurance must be maintained at a minimum of $500,000 per claim and $1 million aggregate. A short list of qualified firms will be announced July 31, 2026, with oral interviews anticipated in August 2026.
