About this file

This Addendum #1 modifies the Request for Qualifications (RFQ) for roof replacement services at the Legislative Services Building (LSB) issued by the Colorado Department of Personnel & Administration's Capitol Complex Architects office. The project, identified as RFQ 2027-037M26, requires architectural and engineering (A/E) firms to design the replacement of the building's roof system, which includes the upper EPDM roof (originally installed 11 years prior), standing seam metal roofing on two towers, and clay tile roofing. The scope addresses active leaks currently present on the west and south sides of the building in the tiled portion and lower trim areas. A mandatory pre-bid conference and walk-through was held on July 14, 2026, with an attached sign-in list of attendees. The RFQ evaluation criteria allocates 100 total points across six categories: Project Team (20 points), Firm/Team Capabilities (20 points), Prior Experience (20 points), Project Approach (20 points), Equity, Diversity, and Inclusion (15 points), and Work Location (5 points). The submission must not exceed 10 pages and should not include pricing information, as the awarded A/E firm will enter into hourly rate negotiations with the State using State Form SC-5.1 Exhibit B.

The project is subject to the Colorado Buy Clean Act if the contractor's bid exceeds $500,000. Roof coring samples will be taken at locations to be determined with the awarded A/E firm, with the Owner responsible for all asbestos, lead paint, and hazardous materials testing prior to coring. The scope includes fall protection measures but excludes repairing failed mortar joints at the roof perimeter, stone member repairs, Denver Green Roof Initiative requirements, and clay tile reuse. Sub-consultants may be employed, though evaluation of team experience focuses on the vendor's internal team only.

5. Can you provide clarification regarding the evaluation criteria of “experience on projects as a team”, is this regarding to vendors internal team, or regarding external sub-contractor’s team (should sub-consultants be applicable)? Only vendors internal team is required for RFQ. The scoring matrix is as follows:

Total 100 Pts Eval 1 Eval 2 Eval 3 Project Team (20 pts) Firm/ Team Capabilities (20 pts) Prior Experience (20 pts) Project Approach (20 pts) Equity, Diversity, and Inclusion (15 pts) Work Location (5 pts)

6. Are there active leaks currently, and have there been attempts to repair them? the RFQ states active leaks.
