About this opportunity

The City of Redondo Beach, California, is soliciting proposals for comprehensive marina operations management services for the Redondo Beach Marina under RFP/Q #2626-003, with proposals due November 6, 2026 at 5:00 PM PST, and an optional pre-proposal site walk scheduled for October 9, 2026 at 10:00 AM PDT.

The scope encompasses on-site management and office operations, operational planning, leasing and tenant services, boat hoist operations, maintenance and facilities management, emergency and safety services, security management, and financial management. The marina comprises 58 boat slips, four docking areas, and 25 transient vessel moorings at approximately 97% current occupancy. A boat launch anticipated for completion in 2030 is designated as an unpriced option to be negotiated separately.

The selected firm will enter into an initial three-year agreement with the City, with options to extend thereafter, and must commence work within three weeks of Notice of Intent to Award. The cost proposal must reflect all-inclusive monthly management fees, hourly rates for all personnel, software or technology expenses, after-hours or emergency response fees, and any additional services with associated costs.

Proposers may apply individually or bundle their submission with Waterfront Property Management Services RFP/Q #2627-001 and/or Waterfront Real Estate Brokerage Services RFP/Q #2627-002; bundled submissions are evaluated favorably for potential economy of scale. The City evaluates proposals on a 100-point scale: Proposer Qualifications and Relevant Experience (30 points), Management Plan and Technical Approach (30 points), Cost Proposal (20 points), Understanding City Needs and Preferred Qualifications (10 points), and References (10 points).

Written questions are due October 16, 2026 at 5:00 PM PDT, with answers released by October 23. Interviews are tentatively scheduled for the week of November 30, 2026, with award notification December 15, 2026, and contract award January 12, 2027. The selected proposer must obtain a City business license and comply with all insurance, indemnification, California Labor Law, prevailing wage, and nondiscrimination requirements. Template agreement terms are expected to be treated as non-negotiable.
