About this opportunity

Hampton Roads Sanitation District (HRSD) in Virginia is requesting proposals for Oracle Fusion Enterprise Resource Planning implementation services under RFP#408187, with proposals due October 5, 2026 at 2:30 p.m. Eastern Time and a pre-proposal conference via Microsoft Teams on September 8, 2026 at 10:00 a.m. EST. Oracle Gold Partner certification is a mandatory eligibility gate.

The scope encompasses design, configuration, data conversion, integrations, security and role-based access design, testing, training, change management, deployment, and post-production hypercare support for core financials, supply chain, Human Capital Management, Enterprise Performance Management, and Oracle WebCenter Content modules. HRSD operates approximately 1,118 internal ERP users and processes approximately 8,000–10,000 manually entered invoices annually, 6,100 requisitions annually, 450 active contracts, and 4,900 purchase orders annually across an organization serving over 1.9 million people in southeastern Virginia.

Minimum qualifications require Oracle Gold Partner status, five years in business providing similar software implementation services, and a minimum of five implementation references for organizations of similar size and complexity (at least three including Oracle E-Business Suite to Oracle Fusion Cloud transformations). Key resources must have a minimum of seven years providing Oracle implementation services. Demonstrated experience with Oracle WebCenter Content and Oracle Primavera Unifier is required.

Offerors must submit fixed-fee pricing by project phase and role with estimated hours and on-shore/off-shore resource allocation. HRSD prefers milestone-based fixed-fee billing with Net 30 payment terms and 5% retainage on each payment tied to milestone completion. Evaluation allocates 20 points to relevant experience and qualifications, 15 points each to implementation approach, change management and training strategy, security and role design capability, and project team and governance model, 10 points to post-go-live support and managed services options, and 10 points to overall value. The anticipated implementation start date is February 2027. Questions are due September 21, 2026, with HRSD distributing amendment responses by September 28, 2026. Proposals must be submitted online only through HRSD's iSupplier Portal.
