About this opportunity

The Virginia Alcoholic Beverage and Cannabis Control Authority is requesting proposals for intrusion detection, monitoring, and security camera systems to serve approximately 390–400 retail store locations and Bureau of Law Enforcement regional offices under RFP #185-26, with proposals due October 30, 2026. The Authority intends to award a single contract to one qualified vendor capable of delivering the complete integrated system.

The scope includes centralized intrusion detection, video monitoring, and alarm services across all locations with 1080p minimum resolution, real-time live viewing, 30-day minimum video retention, and secure remote access with multi-factor authentication. Required equipment comprises touch panels with battery backup and cellular connectivity, keypads with entry/exit delay, wireless panic buttons (minimum five per retail location), motion detectors, door contact sensors, glass break detectors, IP dome and height-strip cameras, and network video recorders with edge recording architecture. The vendor must support phased geographic rollout with installations occurring February through September annually. A critical deliverable is conversion of approximately 135 stores from POTS lines to fiber or cellular-based VoIP with minimum 100 Mbps throughput, to be completed by January 1, 2029. The vendor must provide 24/7 real-time monitoring with one-minute acknowledgment of after-hours and panic alarms, one-minute police dispatch, and five-minute manager contact; same-day service scheduling during business hours with 72-hour resolution maximum; statewide installation and service coverage; direct equipment delivery to stores; inventory tracking with serial numbers; offsite temperature-controlled storage; and equipment removal and storage upon store closings.

The incumbent, Sonitrol, currently provides intrusion monitoring at $25.63 monthly for the first 12 months and $40.86 thereafter, with equipment costs approximating $2,000 for installation and $7,500 for cameras per location. Pricing must separately itemize hardware, installation, monthly monitoring, licensing, recurring subscriptions, and maintenance/support costs. Preferred qualifications include government and enterprise sector experience, Cisco and Meraki certifications, BICSI-certified technicians, DCJS certification, full licensure and bonding, UL-listed components, SOC 2 or ISO 27001 compliance, and AI-based analytics capability. The solution must support cloud-hosted or hybrid architectures, POS system integration, FLOCK and FUSYS compatibility, and Single Sign-On through Global Protect authentication. Three-year comprehensive warranties covering equipment and parts, preventative maintenance with annual testing, unlimited user licenses, and quarterly security patch reporting are required.
