About this file
This is an Appendix to Request for Proposals (RFP) #185-26 for the Virginia Alcoholic Beverage and Cannabis Control Authority (VABC) detailing comprehensive requirements for intrusion monitoring and security camera systems across approximately 390–400 retail store locations and Bureau of Law Enforcement regional offices. The solicitation seeks a single qualified vendor to provide centralized device management, video monitoring, intrusion detection, and alarm services with capabilities including 1080p minimum video resolution, real-time live viewing, 30-day minimum video retention, secure remote access with multi-factor authentication, and centralized enterprise management platforms. Required equipment includes touch panels with battery backup and cellular connectivity, keypads with entry/exit delay functionality, wireless panic buttons (minimum five per retail location), motion detectors, door contact sensors, glass break detectors, IP dome and height strip cameras, network video recorders with edge recording architecture, and related networking infrastructure. The vendor must support a phased rollout geographically organized over multiple years, with installation occurring February through September annually, and must complete conversion of approximately 135 stores from POTS lines to fiber or cellular-based VoIP with minimum 100 Mbps throughput by January 1, 2029. The selected vendor will be responsible for statewide installation and service coverage, equipment delivery directly to stores, permit acquisition, inventory tracking with serial numbers, offsite temperature-controlled storage capability, and removal/storage of equipment upon store closings.
The vendor must provide 24/7 real-time monitoring and response with acknowledgment of after-hours alarms and panic alarms within one minute and police dispatch within one minute, followed by contact to designated managers within five minutes. Pricing must separately itemize hardware costs, installation costs, monthly monitoring fees, licensing costs, recurring subscription fees, and maintenance/support costs. The incumbent Sonitrol currently provides intrusion monitoring for all 398 locations at $25.63 monthly for the first 12 months and $40.86 thereafter, with a comparison model showing equipment costs of $2,000 for installation and $7,500 for cameras. The vendor must offer three-year comprehensive warranties covering all equipment and parts for both camera and intrusion systems, preventative maintenance with annual testing, same-day service scheduling during business hours with 72-hour resolution maximum, unlimited user licenses, and quarterly reporting on software and security patches. Preferred vendor qualifications include government and enterprise sector experience, Cisco and Meraki certifications, BICSI-certified technicians, DCJS certification, full licensure and bonding, UL-listed components, compliance with SOC 2 or ISO 27001 standards, and capability for AI-based analytics such as motion detection, person detection, object detection, and loitering detection. The solution must support cloud-hosted or hybrid management architectures, integration with existing POS systems, FLOCK and FUSYS compatibility, and Single Sign-On through Global Protect authentication.

Current State Intrusion Alarm & Security Equipment - Current State
There is an architecture alignment issue created over time. Currently, we are operating in a hybrid monitoring model that was never formally declared. We have deployed technology, but no formal architectural decision governing monitoring ownership, creating a governance issue.
Equipment Overview Next Steps
| Aging Infrastructure: Majority of stores are operating with outdated security and monitoring equipment, largely due to limited upgrades since the start of the Sonitrol contract. | Business units will continue submitting all required information to Procurement. |
| Alarm Intrusion Services: Sonitrol currently provides intrusion monitoring for all 398 store locations. | Procurement will obtain pricing for the necessary upgrades to the existing Sonitrol equipment. |
| POTS Line Dependency: 160 out of 398 stores still rely on POTS lines and will require upgrades to Flex IP Panels over the next two fiscal years. | Procurement will develop a comprehensive Request for Information (RFI) incorporating all business specifications and requirements to evaluate competitive, cost‑effective alternatives. |
| Outdated DVR Systems: 349 out of 398 stores continue to use legacy DVR-based monitoring systems that require footage to be extracted via CD burning. | Procurement will prepare a detailed cost comparison model analyzing Sonitrol versus Meraki equipment. |
| Modernized Camera Systems: 49 out of 398 stores have transitioned to Meraki cloud-based camera systems, offering enhanced digital capabilities and improved efficiency for retrieving footage and supporting investigations. | Procurement will revise the current agreement language to align with present needs, ensure appropriate scope, and identify any potential risks prior to execution |
