About this opportunity
King County, Washington is requesting proposals for construction management and inspection services on a work order basis for the Water and Land Resources Division under RFP No. KC001725, with proposals due October 20, 2026 at 1:30 p.m. Up to two contracts will be awarded on a three-year work order agreement structure with a total price per contract of $2,000,000. King County has established voluntary M/WBE participation goals of 10% for MBE firms and 4% for WBE firms, calculated as a percentage of total contract value; proposers committing to these goals create a presumption of good faith compliance.
The scope encompasses pre-construction services, field inspection, construction administration, project control, cost control, change order management, and closeout services for capital improvement projects in environmentally sensitive areas including river and flood management facilities, stormwater systems, and stream restoration projects. The exact disciplines required and amount of work for each discipline have not been determined; the selected consultant must be capable of adding disciplines expeditiously to meet work order needs. There is no guarantee that all services in the scope of work will be used.
As a condition of award for contracts valued at $100,000 or more, selected consultants must comply with King County living wage requirements per Ordinance 19762 and contractor responsibility criteria per Ordinance 19925. The County has removed salary caps on direct labor and billing rates, with maximum rates established at contract execution; the current labor escalation rate is 4.5% at contract execution. The contract is subject to Washington State appropriations and may be partially funded by the Washington State Department of Ecology.
Evaluation will assess prime consultant qualifications, subconsultant qualifications, key personnel qualifications, project approach, communication ability, and QA/QC procedures, totaling 100 points. Work orders will be issued equitably among selected consultants based on team composition and performance, with pricing negotiated separately following selection. A non-mandatory pre-proposal conference is scheduled for October 7, 2026 at 2:00 p.m. via teleconference. Interviews, if applicable, are scheduled for November 18, 2026.
