About this opportunity

The Chatham County Savannah Metropolitan Planning Commission (MPC), acting on behalf of the Coastal Region Metropolitan Planning Organization (CORE MPO) and Effingham County, is seeking engineering design consultant services for the SR 26/US 80 Corridor Study Phase II. This Request for Proposals (RFP No. 2024-01) seeks a comprehensive study evaluating the existing and future capacity, operations, and safety conditions of the US 80 corridor from the Ogeechee River to the Effingham County/Chatham County line. The project requires analyzing updated traffic counts, projections, and crash data to assess corridor operations, with a specific focus on access management and capacity improvements. Key deliverables include prioritized recommendations for short-term (0-5 years), mid-term (6-10 years), and long-term (10+ years) improvements that will be incorporated into the CORE MPO Metropolitan Transportation Plan and Transportation Improvement Program. Proposals are due January 24, 2025, by 5:00 PM Eastern, with consultant selection expected by March 21, 2025, and a project start date of April 1, 2025. The study must consider freight, commuter, and local traffic, as well as pedestrian and bicycle transportation, with specific attention to growth from the Hyundai Metaplant and Port of Savannah. Evaluation criteria include demonstration of knowledge/experience (40%), understanding of scope (40%), ability to meet schedule (10%), and DBE commitment (10%).

The procurement requires GDOT pre-qualified firms and includes a 16% Disadvantaged Business Enterprise (DBE) participation goal aligned with GDOT's agency-wide target. The project budget is estimated at $270,000 and is contingent upon MPC receiving adequate funding from the Georgia Department of Transportation. Only consultants pre-qualified by GDOT may submit proposals, which must demonstrate compliance with DBE participation requirements. The study will comprehensively address transportation needs, considering the corridor's critical role in supporting regional economic development, particularly in light of anticipated growth from the Hyundai Metaplant and Port of Savannah. Proposers must show expertise in traffic analysis, transportation planning, and corridor improvement strategies. The ultimate goal is to develop a strategic plan that ensures the US 80 corridor can effectively manage current and future transportation demands while improving overall safety and operational efficiency.
