The procurement uses Qualifications-Based Selection (QBS) under Oregon Revised Statutes 279C.100–279C.125, meaning award will follow the most qualified proposer without regard to price, followed by fee negotiation.
The scope encompasses ten major tasks: project management and administration; site assessment and data gathering; topographic and boundary survey with base map preparation; pavement evaluation including geotechnical investigation; 30% civil engineering design addressing roadway reconfiguration, ADA-compliant facilities, protected bicycle lanes, and intersection geometry with preliminary cost estimation; utility identification and conflict analysis; right-of-way needs analysis with legal descriptions; public and property owner outreach support; ODOT coordination; and project closeout. Proposers must hold appropriate Oregon engineering licenses and maintain Commercial General Liability insurance with $2 million per occurrence limits and Professional Liability Insurance with $2 million limits.
Proposals are limited to twenty single-sided pages, excluding front and back covers, cover letters, resumes, and reference project sheets. Addendum 1 (dated August 31, 2026) clarifies that reference project sheets require no mandated format but must contain the information specified in Section 3.6 of the RFP, and permits email submission to a.iaukea@newportoregon.gov. Evaluation criteria total 100–120 points: introductory letter (5 points), project understanding and approach (35 points), proposed schedule (15 points), experience and references (25 points), team and key personnel (20 points), and interview results if conducted (20 points).
