About this opportunity

The City of Bellevue is requesting proposals for stormwater pre-cleaning and CCTV inspection services covering approximately 70 miles of stormwater gravity mainline pipes, with proposals due July 21, 2026 at 2:00 PM PST and a pre-submittal meeting on July 9, 2026. Work is Phase 1 of a multi-phase asset-inspection program and must comply with NASSCO Pipeline Assessment Certification Program (PACP) version 6.0 or newer.

Pipe diameters range from 8 inches to 60 inches. The scope includes hydro-jet pre-cleaning, CCTV condition coding, GIS tracking application updates, and all required traffic control services. Vendors must hold five or more years of related municipal experience and current NASSCO PACP certification. Minimum insurance includes $1 million Commercial General Liability per occurrence, $1 million Business Automobile Liability, $1 million Stop Gap/Employer's Liability, and $1 million Contractor's Pollution Liability per occurrence. Washington prevailing wage rates for King County apply.

The contract runs from September 2026 through October 31, 2027. Evaluation uses a 1,000-point scale: experience on similar projects (250 points), project understanding (200 points), ability to meet deadlines (200 points), price (200 points), and reference responses (150 points). The City will announce short-listed firms by July 28, 2026, followed by award negotiations. Questions are due July 14, 2026.
