About this opportunity
The Port of Seattle is requesting proposals for Testing and Special Inspections services for the South Concourse Renovation and Enabling Project at Seattle-Tacoma International Airport, with proposals due August 14, 2026 and a pre-proposal conference on July 22, 2026 at 2:00 PM PT. The Port promotes participation by Women and Minority Business Enterprises (WMBEs) and other diverse entities but does not impose a set-aside or mandatory participation goal.
The scope encompasses material testing, special inspections, and quality control services throughout multi-phase renovation of the South Satellite facility, including concrete, welding, structural steel, masonry, asphalt, anchor bolt, fireproofing, grout, and life safety anchorage inspections. Deliverables include inspection reports, testing results, and final reports. The project will extend the concourse's useful life and meet current code requirements through structural, seismic, and building system upgrades as well as modernization of passenger spaces and civil utilities.
The not-to-exceed fee for the entire agreement is $12 million. The initial contract term is three years with potential extension for up to five additional optional years. Compensation will be issued through Service Directives on either a firm fixed price (lump sum) or time and expense (billing rate) basis, with markups on first-tier subconsultant work limited to 4 percent and no markups allowed on second-tier subconsultants or on travel costs, materials, supplies, taxes, or other direct costs except lab services. Billing rates will be adjusted annually based on the twelve-month average of the Employment Cost Index for the Seattle-Tacoma-Olympia region.
The Port requires Professional Liability Insurance of $4 million per claim and Commercial General Liability Insurance of $2 million per occurrence and $4 million annual aggregate. Award will be made to the firm offering best value, with technical qualifications, specialized experience, project approach, and team capability evaluated alongside cost. Written questions are due July 24, 2026 at 12:00 PM PT. Shortlisted firms will be notified the week of August 24, 2026, with interviews scheduled for August 31, 2026 and selection notice expected the week of September 7, 2026. Expected contract execution is the week of September 28, 2026.
