About this opportunity
The City of Minneapolis Public Works Department is requesting proposals for a Driver License Monitoring System with proposals due August 24, 2026 at 12:00 p.m. Central Daylight Time through the eSupplier Portal, and questions due August 14, 2026.
The scope requires continuous real-time monitoring of driver licenses for up to 1,000 employees across the department's fleet operations. Core deliverables include automated alerts for suspensions, revocations, expirations, and downgrades; centralized Motor Vehicle Records (MVR) management with nationwide access and automated updates; customizable risk-assessment and reporting dashboards; proactive notifications for license changes and infractions; targeted safety training integration based on driver violations; and DOT/FMCSA compliance support with HR and fleet system integration capabilities.
The contract term is three years with options for the City to extend on an annual basis for two additional years, extending through August 31, 2029. Services commence September 1, 2026, with vendor selection estimated for August 2026. The City of Minneapolis Standard Contract template for professional services applies, which accommodates contract values up to $175,000. Vendors must include detailed cost sections in proposals indicating hourly rates, minimum billing increments, direct costs, payment schedules, and cost breakdowns by employee classification and service year, along with company financial information demonstrating financial responsibility.
Evaluation criteria include quality and clarity of proposals, staff qualifications and references, alignment of services with department objectives, and proposed costs. Proposals must be submitted electronically with a line bid price and complete scope of services, and vendors must confirm review and any revisions to the attached Standard Agreement template. The primary contact is Aksana Belik at 612/673-2177 or Aksana.Belik@minneapolismn.gov. All submitted data is subject to the Minnesota Government Data Practices Act and may be available to the public unless marked as trade secret. The City reserves the right to reject any or all proposals, waive formal requirements, and negotiate contract terms.
