About this opportunity
The City of Seaside Public Works Department is requesting proposals for design and regulatory support services for two major sewer pump stations (Pump Station 3 and Pump Station 13) in the city's wastewater system, with proposals due July 27, 2026 at 4:00 PM through the OregonBuys portal and an anticipated award date of July 31, 2026.
The scope includes design of both pump stations, preparation of construction-ready plans and specifications, and regulatory approvals from the Oregon Department of Environmental Quality and other applicable agencies. The project is segregated into two subprojects with separate invoicing. The selected firm may be asked to provide additional construction-phase engineering and regulatory support services, to be negotiated separately. All work products, documents, drawings, and intellectual property generated become City property.
The awardee must obtain and maintain a City of Seaside Business License, maintain commercial general liability insurance with a minimum combined single limit of $2 million, and comply with Oregon Workers' Compensation requirements.
Evaluation is merit-based using weighted scoring: demonstrated experience with wastewater lift station design and operations (30 points), project team qualifications and availability (25 points), understanding of project and scope approach (20 points), regulatory experience and DEQ approval capability (15 points), and project management approach and coordination (10 points). Pricing information, hourly rates, reimbursable expense schedules, and total project costs must not be submitted with the proposal and will not be considered during initial evaluation; proposed fees will be negotiated after the City identifies the highest-ranked proposer. The contract term runs from execution through 2027, with potential extension by written agreement.
A non-mandatory pre-proposal conference is scheduled for July 9, 2026 at 10:00 AM at the City of Seaside Wastewater Treatment Plant, 1821 N Franklin Street. The City has sufficient funds available and has identified no incumbent contractor.
