About this file
This is a Request for Proposal (RFP) issued by the City of Seaside Public Works Department in Oregon for engineering consulting services to provide design and regulatory support for two major sewer pump stations (Pump Station 3 and Pump Station 13) within the city's wastewater system. The scope of work includes design of both pump stations, preparation of construction-ready plans and specifications, and securing regulatory approvals from the Oregon Department of Environmental Quality and applicable agencies. Proposals are due July 27, 2026 at 4:00 PM through the OregonBuys portal, with an anticipated award date of July 31, 2026. A non-mandatory pre-proposal conference is scheduled for July 9, 2026 at 10:00 AM at the City of Seaside Wastewater Treatment Plant, 1821 N Franklin Street. The contract term runs from execution through 2027, with potential extension by mutual written agreement. The project is segregated into two subprojects with separate invoicing, and the selected firm may be asked to provide additional construction-phase engineering and regulatory support services to be negotiated separately.
Pricing information, hourly rates, reimbursable expense schedules, and total project costs must not be submitted with proposals and will not be considered during initial merit-based evaluation. Evaluation criteria include demonstrated experience with wastewater lift station design and operations (30 points), project team qualifications and availability (25 points), understanding of project and scope approach (20 points), regulatory experience and DEQ approval capability (15 points), and project management approach and coordination (10 points). The City has identified no incumbent contractor and has sufficient funds available for the project. The selected firm must obtain and maintain a City of Seaside Business License, maintain commercial general liability insurance with a minimum combined single limit of $2 million, and comply with Oregon Workers' Compensation requirements. All work products, documents, drawings, and intellectual property generated become City property.
