The Housing Authority of the City of High Point (HPHA) is requesting proposals for comprehensive plumbing services across its portfolio of 1,001 dwelling units, with proposals due September 29, 2026 at 11:00 a.m. local time. HPHA encourages minority-owned, women-owned, and Section 3 business participation, with a minimum 15% MWBE subcontract participation goal.
The scope encompasses routine maintenance, preventative maintenance, equipment replacement, small to extensive projects not exceeding $50,000, and 24/7 emergency repairs across 357 units in three high-rise buildings and 644 units in 386 low-rise buildings (single-family homes, duplexes, quadplexes). Services include general plumbing fixture repairs and replacement, backflow preventer testing and repair/replacement, and winterization/de-winterization. The contractor must respond to emergency calls within two hours, 365 days per year. Routine maintenance will be scheduled through negotiated work orders.
The contractor must hold Class A or B business licenses, master plumber and master gas fitter certifications, and current backflow prevention and welding certificates. The contractor must perform at least 15% of work with their own workforce. General liability insurance of $1 million per occurrence and vehicle liability insurance of $500,000 per occurrence are required. All employees must pass drug tests and criminal background checks and comply with E-Verify.
The contract term is one calendar year commencing June 2026, with four one-year renewal options. Pricing is based on loaded labor rates for licensed and unlicensed workers, heavy equipment hourly rates, and unit costs for assessments and specific services; materials are billed at cost with proof of contractor cost required. Proposals are evaluated on experience (20 points), qualifications (15 points), financial capacity (15 points), proposal quality (10 points), scope understanding (20 points), and cost (40 points). A minimum total score of 67 is required for consideration. Questions were due September 17, 2026, and addenda were issued by September 21, 2026.
