About this opportunity

The Colorado Department of Regulatory Agencies is requesting proposals to operate the Physician, Physician Assistant, and Anesthesiologist Assistant Peer Health Assistance Program statewide, with proposals due October 28, 2026 at 5:00 p.m. and a public virtual opening on October 29, 2026 at 9:00 a.m. Mountain Standard Time. There is no set-aside or preference program; however, a Service Disabled Veteran-Owned Small Business (SDVOSB) goal of at least 3% of contract value applies to certified SDVOSBs.

The scope encompasses comprehensive peer health assistance services for approximately 34,240 active physicians, 6,475 active physician assistants, and 289 active anesthesiologist assistants in Colorado, with approximately 226 referrals annually. The contractor must provide statewide services 24 hours daily, seven days weekly, including biopsychosocial evaluations, individualized monitoring agreements, treatment referrals, substance misuse screening with urinalysis, fingerprint background checks through the Colorado Bureau of Investigations for Board-ordered evaluations, face-to-face reevaluations when clinically necessary, quarterly program reporting, and critical finding notification to the State within 24 hours or the next business day. The contractor must distinguish between voluntary and Board-ordered recipients in reporting and maintain confidentiality protections under HIPAA.

Compensation is limited to peer assistance fees collected during licensure and renewal cycles, currently $80 per two-year renewal period. Projected revenues are approximately $773,040 for FY26, $2.75 million for FY27, $803,188 for FY28, $2.82 million for FY29, and $831,047 for FY30. The contractor receives no minimum or maximum payment guarantee; unspent funds at contract end must be returned to the administering entity. Invoices are paid within 45 days of receipt.

The initial contract term runs February 1, 2027 through January 31, 2028, with options for up to four additional one-year renewals for a maximum five-year total. The incumbent is The Colorado Physician Health Program Corporation. Demonstrations from selected proposers are estimated for November 9, 2026, with an Intent to Award anticipated December 1, 2026. The awarded offeror must carry professional liability, commercial general liability ($1,000,000 minimum), and crime insurance ($1,000,000 occurrence/$1,000,000 aggregate), and submit audited financial statements for the preceding three years.
