About this opportunity

The Michigan Department of Technology, Management, and Budget's Central Procurement Services is requesting proposals for a commercial-off-the-shelf Laboratory Information Management System (LIMS), implementation, and five years of maintenance and support for the Michigan Department of Health and Human Services Newborn Screening Program, with proposals due August 10, 2026 at 1:59 p.m. Eastern and contract execution anticipated April 9, 2027.

The scope requires a LIMS to replace the incumbent Revvity Specimen Gate system and manage newborn screening operations for a single laboratory location screening for over 50 disorders. The system must interface with specified laboratory instruments including Sciex 4500MD (3 units), Revvity GSP equipment (3–4 units), Illumina MiSEQ Dx (2 units), Victor 2D (2 units), Quant Studio (2 units), QSight equipment (2–3 units), BioRad Variant II (3–4 units), and Panthera Punchers (3–4 units). Migration of over 2.5 million newborn screening records with approximately 7.5 million reports and attachments from Microsoft SQL Server-based systems (DHHS Lab FW and NBS SpecimenGate v19) is required. The system must support approximately 250 concurrent users and 22-year data retention; operate offline with automatic synchronization; achieve 99.98% availability on hybrid or cloud hosting; and comply with HIPAA, GLP standards, and FDA 21 CFR Part 11 regulations. Go-live is required by October 2028 (approximately 18 months), though the State indicated willingness to consider timeline extensions for lower-risk approaches. Bidders may propose subscription licensing, perpetual licensing, or both, and may propose milestone-based payment schedules contingent upon deliverable acceptance. Required key personnel include a Project Manager, Technical Specialist/Database Specialist, Business Analyst, Data Migration/Conversion Specialist, Training Expert, Lead Developer, and Security Analyst.

The contract term is five years (April 9, 2027 through April 8, 2032) with options for up to five additional two-year renewal periods at the State's sole discretion. Awards will go to the responsive and responsible bidder offering the best value; pricing is evaluated only for proposals scoring 117 or more points out of 146 total evaluation points. Privacy and Security Liability Insurance with a $5,000,000 minimum limit is mandatory. Questions were due July 6, 2026; answers were posted July 13. Amendment 1 rescheduled the deadline from August 3 to August 10, 2026. The State reserves the right to request demonstrations, on-site visits, and oral presentations, and to negotiate terms with bidders.
