About this file
This is a Schedule J Federal Provisions Addendum for RFP 260000001722, a Newborn Screening Laboratory Information Management System (LIMS) procurement for the State of Michigan. The document establishes mandatory federal contractual requirements that bidders must accept without modification as a condition of eligibility for award. Bidders are required to confirm acceptance of these federal provisions or acknowledge that non-acceptance may affect their ability to receive the award. The State reserves the right to append additional federal contractual language through a Contract Change Notice if federal regulations, including Title 2 of the Code of Federal Regulations Part 200 and its appendices, require specific terms related to federal funding sources.
The addendum includes a Byrd Anti-Lobbying Certification requirement applicable to any purchase exceeding $100,000 that is paid in whole or in part with federal funds. Contractors must certify that no federal appropriated funds have been or will be used to influence federal officers, members of Congress, or their employees in connection with the contract award or modification. Any non-federal funds used for lobbying purposes must be disclosed on Standard Form-LLL. Subcontractors and subrecipients at all tiers are required to include identical certification language in their award documents and certify accordingly. False certification subjects contractors to civil penalties ranging from $10,000 to $100,000 per violation, with additional liability under 31 U.S.C. Chapter 38 for false claims and statements.
